Duties:

  • Develops goals and objectives which integrate Performance Improvement (PI) and Quality Management (QM).
  • Researches, interprets, analyzes and applies accrediting agency standards, as well as Department of Defense (DoD) and Air Force (AF) regulatory policies and guidance.
  • Provides guidance, consultative, and facilitator services to departments within the organization, achieving PI goals and overall clinical quality activities.
  • Advises the Medical Group Commander (MDG/CC) and all MDG staff on continuous PI of existing and new healthcare processes
  • Administers management support programs for the Commander and Deputy Commander which fulfill the organization's requirements for strategic planning and data management.
  • Administers accreditation and compliance programs and assures that both clinical and administrative activities are in compliance with accreditation and regulatory standards.
  • Responsible for healthcare Risk Management (RM) activities, developing processes and systems which identify and reduce the risk of harm events, Potentially Compensable Events (PCE) and other adverse events.
  • Manages Federal Tort Claims Act and Military Claims Act malpractice claims and Active-Duty malpractice cases.
  • Provides senior clinical supervisors (flight commanders and element leaders) with detailed reports as well as aggregated data pertaining to healthcare providers assigned.

  • Male applicants born after December 31, 1959 must complete a Pre-Employment Certification Statement for Selective Service Registration.

  • One year trial/probationary period may be required.
  • Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction
  • Work may occasionally require travel away from the normal duty station on military or commercial aircraft, approximately 5%.

Specialized Experience:One year of specialized experience which includes planning or managing Performance Improvement (PI) and Risk Management (RM) within a healthcare facility; AND data collection and analysis providing recommendations for performance improvement in patient outcomes and healthcare delivery. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

Education:

Ph.

D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree with a major study in hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration.

Combination of Education and Experience:

A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%.

To compute the percentage of the requirements, divide your total months of experience by 12.

Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18.

Add the two percentages.

  • Direct Deposit of Pay is required.
  • U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
  • If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a spacerequired basis in accordance with DoDEA Regulation , the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI and DoDM
  • If an employee brings an infant or toddler (up to 3 years of age) to an overseas location, and that infant or toddler, but for the child's age, is entitled to attend the DoDEA on a spacerequired basis in accordance with DoDEA Regulation , then the Military Department responsible for EIS will provide the infant or toddler with the required EIS in accordance with the eligibility criteria consistent with DoDI and DoDM
  • Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a spaceavailable and reimbursable basis only.
  • Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
