Duties:

  • Provide expert, authoritative legal advice to Chief, National Security Law Division (NSLD), in all military and civilian operations in the EUCOM and AFRICOM AORs for Commander, USAREUR-Africa (AF).
  • Provide expert legal advice in: Law of Armed Conflict (LOAC); Legal Basis for the Use of Force; Prisoners of War; Protections for Civilians; Wounded and Sick in the Field; Means and Methods of Warfare; Collateral Damage Estimation, etc.
  • Provide expert legal advice in: Rules of Engagement and Rules for the Use of Force; Targeting and the Air Operations Center; War Crimes and Command Responsibility; Interrogation Operations and Intelligence Law; Identity Intelligence Analysis, etc.
  • Supports the military decisionmaking process (MDMP) by preparing legal estimates, designing the operational legal support architecture, writing legal annexes, assisting in the development and training of ROE, and reviewing plans and orders.
  • Supports the conduct of operations by maintaining situational awareness as well as advising and assisting with lethal and nonlethal targeting, with particular emphasis on ROE implementation and detainee operations.
  • Understanding of NATO operations, structure, requirements, and doctrine to support MDMP.
  • Counsels staff planners in efforts that establish civil security, civil control, essential services, economic and infrastructure development, and governance.
  • Incumbent provides legal advice concerning National Security Law. Evaluates complex factual issues related to every aspect of USAREUR-AF civilian and military operations for legal sufficiency to support the command?s mission.
  • Evaluates newly enacted international law, U.N. statutes, orders, and resolutions, proposed federal legislation, federal and DoD regulations, current events and policy statements governing international and operational law activities and operations.
  • Provides expert legal support and oversight for several USAREUR-AF special mission and programs.
  • Renders definitive written legal opinions and associated oral advice on a variety of issues for including those where no legal precedent exists.
  • Participates in exercise planning conferences to ensure exercises comply with all aspects of U.S., host nation, and international law, regulation, doctrine, and policy to provide realistic scenarios for other National Security Law attorneys.
  • Evaluates and mentors other USAREUR-AF National Security Law attorneys (CPT-MAJ) throughout exercises to ensure successful accomplishment of all exercise and readiness objectives.
  • Creates and maintains professional relationships with host nation attorneys to build trust and legal interoperability within the AORs. Exercises and planning conferences will require temporary duty travel.

Conditions of Employment:

  • A two year trial/probationary period may be required.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Top-Secret security clearance for access for the duration of employment.
  • This position requires the incumbent to maintain active bar membership, in good standing (as defined by the pertinent bar) of the bar of the highest court of a State, U.S. territory, the District of Columbia, or Commonwealth of Puerto Rico.
  • Must perform temporary duty (TDY) worldwide for periods of up to five days per month or longer, if necessary (approximately 25%).
  • In accordance with Change 3 to AR 60084, Alcohol and Drug Abuse Prevention and Control Program, the incumbent of this position must successfully pass a urinalysis screening for illegal drug use prior to appointment and periodically thereafter.
  • Must obtain and maintain a nofee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.

Education Requirements:
Position requires the possession of the first professional law degree (LL.B. or J.D.)-
Experience: In addition to the requirements above, applicants for the GS-13 or equivalent Attorney positions must also possess 2 years of professional legal experience, acquired after being admitted to the bar, commensurate with the duties and responsibilities of the position.

Graduation from an ABA-Accredited Law School in the top 25% of the class or an advanced law degree such as an LLM may substitute for one year of the required professional legal experience.
