Position Overview
Woolpert is hiring an Information Technology/Web Mapping Services (IT/WMS) Coordinator for our Geospatial Information & Training Land Sustainment Services support contract to the United States Army Integrated Training Area Management (ITAM) Program. This is an on-site role working at the U.S. Army Garrison Grafenwoehr in Bavaria, Germany.
The IT/WMS Coordinator will be part of a dynamic fast-paced team supporting the U.S. Army's Sustainable Range Program (SRP) in Europe and Africa. The SRP is the U.S. Army's overall approach for improving the way in which it designs, manages, and uses its ranges and training facilities, with the goal of maximizing capability, availability, and accessibility of ranges and training lands. The SRP GIS mission is to create, analyze, manage, and distribute authoritative standardized spatial information, products, and services for the execution of training strategies and missions on U.S. Army ranges and training lands. The program strives to provide the SRP community, trainers, and soldiers with the ability to leverage the most accurate and complete geospatial datasets through easily accessible and user-friendly products and applications.
The SRP GIS program in Europe is conducted at the U.S. Army Europe and Africa Command (USAREUR-AF) Regional Support Center (RSC), located at Grafenwoehr and Hohenfels, Germany.
The IT/WMS Coordinator shall provide primary support for geospatial, IT, social media, and WMS services required by the U.S. Army's Sustainable Range Program in Europe and Africa. The IT / WMS Coordinator will also support the Sustainable Range Awareness (SRA) and Training Requirement Integration (TRI) services provided by the Regional Support Center.

What You Will Do:
As an IT/WMS Coordinator at Woolpert, you will:
Develop and maintain IT and Web Mapping Services (WMS) information, products, and services for the USAREUR-AF SRPProvide full-spectrum technical support for the sustainment, enhancement, and seamless operation of the Army Range Mapper (ARM) system and its web-based user interface, TAP-IN (Training Area Platform – Interactive Network)Provide technical support to maintain full integration and synchronization between the TAP-IN system and the Range Facility Management Support System (RFMSS)Design, implement, and manage enhancements to the TAP-IN platform utilizing modern, compatible scripting frameworks, ESRI technologies, and user interface / user experience (UI / UX) best practicesProvide Tier 1 and Tier 2 help desk support for TAP-IN and ARM-related issuesProvide full developmental, technical, and operational support for the Online Range Development Plan (ORDP)Provide full developmental, technical, and operational support for the USAREUR-AF ITAM program's Online Training Land Asset Management (OTLAM) toolProvide full administrative, technical, and operational support for the USAREUR-AF SRP ESRI Enterprise environment, including Portal for ArcGIS, ArcGIS Online, ArcGIS Server, ArcGIS Datastore, ArcGIS Pro, and RMTK tool deployments:Administration and maintenance of all ESRI Enterprise components to ensure system availability, security, and performanceManagement of user accounts, roles, content sharing permissions, group configurations, and federated server connectionsCoordination with Army SRP GIS components, SRP stakeholders, and external partners as requiredCollection, analysis, and reporting of system logs, performance metrics, and usage analytics on a quarterly basisEnsuring compliance with applicable DoD cybersecurity requirements and SRP GIS standardsProvide comprehensive support for the USAREUR-AF SRP server and virtual infrastructure environment, ensuring high availability, security, and efficiency across all infrastructure supporting SRP systems, in alignment with Army IT and cybersecurity requirements:Administration and maintenance of Windows Server environments supporting SRP systemsManagement of SQL Server databases, ensuring performance, availability, and securityCoordination of firewall configurations to support secure access and system functionalityMonitoring and tuning of server and virtual infrastructure performance for all GIS-hosted applicationsApplication of system patches, updates, and security configurations in accordance with Army enterprise IT policiesConducting regular disaster recovery (DR) tests and maintaining continuity of operations (COOP) plansDocumentation of system configurations, processes, and changes in accordance with Army IT standardsWhat You Will Bring:
Ability to understand, speak, read, and write the English and German languagesMust be able to obtain a US Department of Defense common access card (CAC)Current CompTIA Security+ certificationNo relocation assistance offered - must already reside in Germany/EU or arrange own transportation/residence permit/work visaUnderstanding of GIS concepts and terminologyExperience with Esri ArcGIS softwareThe IT / WMS Coordinator must have demonstrated experience with:
Coordinating and briefing U.S. DoD military personnel, Government employees, and international stakeholdersGIS concepts, applications, and standards, including experience with ESRI ArcGIS Pro software, Portal for ArcGIS, and WMS, including U.S. DoD and NATO GIS and data standardsCartography concepts, terminology, and standards, including U.S. DoD and NATO mapping standardsS. DoD IT and data management concepts, terminology, and security standardsGeneral computer skills, i.e. word processor, e-mail, spreadsheets, etc.Experience with the S. Army's Sustainable Range Program preferredExperience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data model preferredExperience with Oracle, SQL, or other database management software preferredExperience with Army IGI&S products and standards preferredExperience with DoD enterprise geospatial data and systems preferredBenefits You Will Love
