Position Overview

Woolpert is hiring a Regional Support Center Coordinator for our Geospatial Information & Training Land Sustainment Services support contract to the United States Army Integrated Training Area Management (ITAM) Program. This is an on-site role working at the U.S. Army Garrison Bavaria in Grafenwoehr, Germany.

The Regional Support Center (RSC) Coordinator will be part of a dynamic fast-paced team supporting the U.S. Army's Sustainable Range Program (SRP) in Europe and Africa. The SRP is the U.S. Army's overall approach for improving the way in which it designs, manages, and uses its ranges and training facilities, with the goal of maximizing capability, availability, and accessibility of ranges and training lands. The SRP GIS mission is to create, analyze, manage, and distribute authoritative standardized spatial information, products, and services for the execution of training strategies and missions on U.S. Army ranges and training lands. The program strives to provide the SRP community, trainers, and soldiers with the ability to leverage the most accurate and complete geospatial datasets through easily accessible and user-friendly products and applications.

The SRP GIS program in Europe is conducted at U.S. Army Europe and Africa Command (USAREUR-AF) Regional Support Centers (RSC), located at Grafenwoehr and Hohenfels, Germany.

The RSC Coordinator is responsible for the daily personnel management of all subordinate Contractor employees and will serve as an Alternate Program Manager (APM) with responsibility for the performance of all work on our ITAM contract. The RSC Coordinator will ensure the proper execution and completion of all matters relating to the daily operation of the contract and will serve as the primary point of contact (POC) for regular coordination with the on-site government and U.S. Army officials. The RSC Coordinator shall be capable of providing technical oversight and quality control of all services performed by the subordinate contractor employees.

What You Will Do:

As the RSC Coordinator at Woolpert, you will:

Be responsible for the daily personnel management and supervision of all Woolpert ITAM contract employeesServe as the Alternate Program Manager (APM) with responsibility for the performance of all work on this contractProvide technical oversight, guidance, and quality control of all data produced and services performed by the ITAM contract teamEnsure the proper execution and completion of all matters relating to this contractServe as Woolpert's primary on-site point of contact for installation and range government and U.S. Army officialsEnsure timely submissions of Monthly Status Reports (MSR), Quarterly Status Reports (QSR), Quarterly In-progress Reviews (QIPR), and any other required status reports or updates to the COR and TPOCCoordinate exercise support requirementsDevelop Sustainable Range Awareness (SRA) materialsOversee SRP mission support map production and geospatial analysisEnsure adherence to Army GIS data standardsPerform necessary stakeholder coordination for training mission data requirementsEnsure all quality requirements and data standards are met for all work performed and data and services produced

What You Will Bring:

Ability to understand, speak, read, and write the English and German and/or Italian languagesMust be able to obtain a US Department of Defense common access card (CAC)No relocation assistance offered - must already reside in Germany/EU or arrange own transportation/residence permit/work visaUnderstanding of GIS concepts and terminologyExperience with Esri ArcGIS software

The RSC Coordinator must have demonstrated experience with:

Program and personnel managementCoordinating and briefing U.S. DoD military personnel, Government employees, and international stakeholdersGIS concepts, applications, and standards, including experience with Earth Science Resource Institute (ESRI) ArcGIS Pro software, Portal for ArcGIS, and Web Mapping Services (WMS), including U.S. DoD and North Atlantic Treaty Organization (NATO) GIS and data standardsCartography concepts, terminology, and standards, including U.S. DoD and NATO mapping standardsGeneral knowledge of U.S. DoD Information Technology (IT) and data management concepts, terminology, and security standardsGeneral knowledge of remote sensing, surveying, and other land assessment techniques, applications, and standardsGeneral knowledge of natural resource management concepts and terminologyGeneral computer skills, i.e. word processor, e-mail, spreadsheets, etc.Experience with the S. Army's Sustainable Range Program preferredExperience with the Spatial Data Standards for Facilities, Infrastructure, and Environment (SDSFIE) GIS data standard or other defined spatial data models preferredExperience with Army IGI&S products and standards preferredExperience with DoD enterprise geospatial data and systems preferredExperience with Oracle, SQL, or other database management software preferredProficiency in processing and using geospatial imagery and lidar data preferredProficiency in Autodesk or other CAD software preferredExperience with GPS, surveying, or field data collection preferred
