Job Description:

What's the role

Corporate Security is a Global Function within Shell that provides strategic advice and assurance to the Business on all aspects of security. The Cluster Security Manager (CSM) for Sub-Saharan Africa role is instrumental in supporting and advising a wide range of stakeholders (senior country/business leaders, operational teams, security focal points etc.) in all security matters across Sub-Saharan Africa where Shell has a footprint, activities, interests and travellers (excluding Nigeria).

Candidates with extensive on-the-ground experience of advising and implementing security risk management in Sub-Saharan Africa, as well as strong stakeholder engagement and communication skills are encouraged to apply.

The CSM will report to the Regional Security Manager for Europe, CIS and Sub-Saharan Africa.

What you'll be doing

Your main accountabilities will be:

  • In liaison with internal stakeholders and external sources (such as government agencies), identify, quantify and assess security risks to Shell's current and future business footprint across Sub-Saharan Africa.
  • Work closely with Shell's in-country leaders, asset managers, regional business leaders and dealmakers responsible for Shell's activities in Sub-Saharan Africa, to provide assurance that there is a fit-for-purpose approach to security delivery and governance.
  • Be responsible for the implementation of Shell's security standards and practices across Shell operated entities in the region, and for advocating for strong alignment by non-operated interests.
  • Ensure that appropriate security risk mitigation measures are in place to reduce Shell's security risk exposure to 'As Low As Reasonably Practicable' (ALARP) and that fit-for-purpose security plans and procedures are implemented, tested and periodically reviewed.
  • Effectively manage and support Shell's response to any security related incident.
  • Foster and maintain security information networks consisting of relevant government agencies, as well as private sector sources, to support incident response, threat identification, benchmarking and horizon scanning.
  • Ensure that security activities comply with international and individual country laws, Shell's General Business Principles, the security elements of enterprise-level policies, such as the Workplace Health, Safety & Security Standard, and the 'Voluntary Principles on Security and Human Rights' in the Extractive Sector (VPSHR).
  • Represent security in Shell's regional/national crisis management teams according to relevant crisis manuals.

Dimensions of the role:

  • The CSM will be instrumental in supporting and advising a wide range of senior stakeholders, including business and functional heads in all security matters across Sub-Saharan Africa. 
  • This role will drive Shell's security posture throughout Sub-Saharan Africa, ensuring it remains threat-led and risk-based at all times, and that it is proportionate to Shell's business objectives and exposure.
  • The cluster hosts a diverse range of assets/activities, such as country headquarters, renewable energy businesses and major upstream projects, some of which are managed from outside the region, requiring cross-regional collaboration, and close working with the maritime security team.
  • The CSM provides expertise and support to all security focal points in the cluster.
  • The CSM will report to the Regional Security Manager (RSM) Europe, CIS and Sub-Saharan Africa.
  • The role will form and lead a Shell Africa Security Working Group, consisting of individuals with a core security role for Sub-Saharan Africa – including representatives from teams focussed on intelligence and assessments for Africa, maritime security and supporting managers and advisors.

Special Challenges:

  • The role spans a large and varied footprint – substantial interests are present in Tanzania, South Africa, Namibia, Angola, São Tomé and Príncipe and Ghana.  Some recurring in activities exist in Kenya, Zambia and Uganda, and there is the potential for travel and business activities in most other Sub-Saharan African countries from as far north-west as Senegal through the Sahel to Somalia, and down to the southern tip of Africa.
  • This requires a detailed understanding of the full range of threats present (conflict, terrorism, criminality, activism, information security etc.) and appropriate risk mitigations.
  • In addition, the diverse business footprint requires an appreciation of all lines of business.
  • Given that parts of the cluster face serious or high-profile security threats, the role requires strong advocacy and influencing skills to ensure that all aspects of security – such as information security, security for projects, and dealing with armed conflict and terrorism - remain relevant and internalised by business leaders, whether they are based in the region or elsewhere.
  • Regular travel is an intrinsic part of the job.
  • Support to security focal points may need to be conducted remotely, requiring clear communication skills and cultural sensitivity.

What you bring

We seek seasoned security professionals with extensive practical security experience on-the-ground in Sub-Saharan Africa. Experience implementing a wide range of physical, technical, procedural and cultural security mitigation measures at scale in the African context is also essential.

  • Familiarity with the geopolitical landscape in Sub-Saharan Africa and its impact on the security and operating context is essential, especially as it relates to adversarial actions of states within and outside of Sub-Saharan Africa.
  • A pre-existing network in (and engaged on) Sub-Saharan Africa, of relevant external stakeholders (governments, other International Oil Companies (IOCs), law enforcement agencies, security vendors, wider industry, etc.).
  • Experience advising and managing security risks in high threat contexts in Africa is required.
  • Strong understanding of the range of security threats Shell would expect to face across the region, and a detailed understanding of the potential impact of these threats is essential.
  • An understanding of information security threats and how they can be countered is desirable.
  • Familiarity with maritime security principles is required.
  • Collaborates well in a team environment, including across geographical and cultural boundaries.
  • Sensitive to stakeholders' needs and can develop supportive relationships even in complex and challenging professional environments.
  • Strong English communication skills – both written and verbal – to build credibility with senior stakeholders and develop the existing security network.
  • Proven track record of implementing and managing initiatives in a multi-country environment and across business groups.
  • Education comparable to undergraduate degree level is required, and post-graduate also desirable
