**Duties**:
Serves as the Financial Management Specialist for Mission Russia's Financial Management Section (FMC), managing all financial matters, including budget development and analysis, vouchering oversight, funds management, accounting, and regulatory compliance. The position directly supervises one (1) position, and coordinates operations between all FMC support staff, including the off-site Russia Support Unit (RSU) in Frankfurt, FMC employees (EFMs and USDH) in Embassy Moscow, and other contractor and support personnel, including those located, Moscow, Charleston and Sofia. The position serves as the institutional memory of the FMC and provides advice and guidance on finance matters to section heads and personnel withing Mission Russia. The position uses Regional Financial Management Systems (RFMS), GBI, E2 Solutions, Integrated Logistics Management System
(ILMS/Ariba), eInvoicing, the International Cooperative Administrative Support Services system (ICASS), the web-based Resource Allocation & Budget Integration Tool (RABIT), IBIS, and other Department financial systems.

- Five (5) years of performing progressively more responsible work in financial or budget management is required.

College/University degree in accounting, finance, business is required.

LANGUAGE:

- English (Good Working Knowledge) in speaking/reading/writing is required.
- Russian (Working Knowledge) in speaking/reading/writing is required.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
