Program Operations Specialist

**Duties**: - Performs duties under the general direction of the CYS Coordinator who outlines program objectives and is available for discussion of complicated and unprecedented matters. - Incumbent?s work is evaluated in terms of program accomplishments and effectiveness as measured against established performance measures. - Majority of assignments are performed independently with technical assistance provided by the coordinator. - Assists CYS Services coordinator with operational functions of the CYS program in accordance with applicable statutory and regulatory requirements. - Utilizes the Child and Youth Management System (CYMS) and Enterprise Reporting Tool (CYERT) to collect and maintain up-to-date statistical data and oversee the collection and accurate accounting of funds. **Requirements**: **Conditions of Employment**: - Direct Deposit and Social Security Card is required. - Meet qualification/eligibility/background requirements for this position. - A one year probationary period may be required. - Completed and signed DA Form 3433 is required prior to entrance on duty. - Subject to satisfactory completion of all pre-employment checks in accordance with AR 215-3, para.2 to include a Tier 1 background investigation. - Must have current health assessment which documents good mental and physical health, freedom from communicable disease, and immunizations IAW current Army and DoD policy to include annual influenza vaccinations. **Qualifications**: - Progressive work experience directly related to the duties to be performed as described in numbers 1 thru 6 below equivalent to the next lower grade level. - 1. Experience working with regulatory, personnel, funding, and budgeting proponents. Knowledge of management analysis, personnel development, and APF and NAF funding and oversight relationship to CYS programs. 2. Four years of program administration experience in child and youth programs. - 3. Experience in training adults and working effectively with command staff, professional staff and parents. - 4. Demonstrated ability to plan, organize work, and analyze problems to identify significant factors, gather pertinent data and recognize solutions. - 5. Comprehensive oral and communications skills and analytical writing skills.
