Policy Advisor, Development Investments (m/f/d) Full Time Hybrid Alt-Moabit 96, 10559 Berlin With Professional Experience 11/12/25 Policy Advisor, Development Investments (m/f/d) The Transparency International Secretariat (TI-S) is seeking a full-time Policy Advisor (m/f/d) to join the Policy & Advocacy Team to provide anti-corruption advisory policy services to development practitioners. Please note that this role is expected to begin in early 2026 and the opening is still subject to funding being confirmed. The Policy and Advocacy Team leads the organisation’s development of policy and advocacy positions, representation of Transparency International at international fora and towards key stakeholders, and cooperation with TI National chapters on shared global thematic priorities. This position is envisioned to provide expert technical guidance and will not be actively involved in advocacy efforts. The Policy Advisor on Development Investments will guide and provide advisory services to development practitioners to support them to integrate, uphold and monitor anti-corruption measures in their operations. This will involve providing expert technical guidance on anti-corruption measures to help practitioners ensure that development assistance is used with integrity, reaches the right beneficiaries, and does no harm. OVERVIEW OF KEY DIMENSION Role Purpose: The Policy Advisor will provide expert advisory services to selected stakeholders and lead the development of policy guidance, knowledge and training materials on corruption prevention in key development investment sectors. Team: Policy and Advocacy Team Reporting Line: SO1 Sub-team lead. Close liaison with colleagues in the Research and Knowledge team working on Knowledge Services Salary Band: PF3 Starting Date: 1 February 2026 Contract Duration: Subject to confirmation of funding, we can offer an employment contract limited for a duration of 2 years. Working Hours: full time [100%; 40 hours per week] Location: Transparency International Secretariat (TI-S), Berlin/Germany. With international travel. MAIN ACCOUNTABILITIES OF THE ROLE The Policy Advisor on development investments will: Provide relevant policy and content advice in a timely manner to development practitioners on a wide range of issues related to safeguarding donor investments from corruption. This includes contributing to relevant programme and policy dialogues on these matters. Develop policy briefs, knowledge materials, toolkits, indicator frameworks and guidance related to mitigating and monitoring corruption risks in development assistance. Advise on the design and implementation of a training programme and targeted knowledge sharing strategy on anticorruption measures in investments in various sectors. The Policy Advisor will lead the development of online training modules for development practitioners on these themes. Design and deliver in-country trainings for development practitioners to contextualise corruption prevention strategies to local realities. Stay abreast of trends related to corruption prevention in development investments. Promote and disseminate outputs through various platforms, channels and outreach activities (e.g. blogs, social media, workshops and conferences). Represent the organisation at relevant fora within area of expertise as needed and liaise regularly with development partners. Build, manage and maintain strong relationships with external counterparts, communities of practice and stakeholders. Generate ideas, develop concept notes/proposals, and activities that are aligned with organisational priorities. Contribute to day-to-day work implementation, including work planning, budget management, monitoring, and reporting, ensuring that all phases are consistent with the design and delivery schedule and internal processes and procedures. Candidate profile In order to succeed in this role, candidates will need to meet the following: Post-graduate university degree in a relevant field of the social sciences, such as political science, sociology, economics, public administration or a related field. 7+ years of relevant professional experience in an international NGO, thinktank or international organisation, with demonstrated in-depth knowledge of research/ advocacy, with a track record of producing operationally and policy relevant outputs. Expertise in governance and anti-corruption. Specific knowledge of corruption in development investments is an advantage. Experience working in the field of development assistance is desirable, particularly valuable if related to large donor investments in sectors such as energy, transport, health and education. Experience with and/or a good understanding of capacity development concepts and processes an advantage. Demonstrated past engagement in processes that resulted in, or contributed to, positive changes in global (and local) frameworks and policies an advantage. Strong interpersonal skills and ability to engage multi-stakeholders, make use of prior contacts and networks, stimulate and shape partnerships, networks and coalitions. Excellent organizational skills and ability to effectively manage projects in a fast-paced and dynamic environment. Results orientation, resilience and tenacity with the ability to work under pressure in a collaborative setting. Professional language proficiency in written and spoken English, additional languages (in particular French or Spanish) are an asset.
