Hauptaufgaben Serves as Marine Cargo Specialist in the Operations Division of the 950th U.S. Army Transportation Company. Plans, coordinates and executes all Contracting Officer Representative duties relative to Stevedoring and Related Terminal Services contracts.1. Planning: Provides assessment of adequacy of contract berth, warehouse and staging area to operations supervisor in order to meet cargo handling requirements and priorities. Reviews contractor developed production schedules based on Worldwide Port System (WPS) data for ship operations and determines requirements for labor Material Handling Equipment, and US . Government owned dunnage and lashing materials to accomplish a safe, economic and efficient operation. Prepares pre-stow-plans with stow planning software (ICODES) or in longhand for outbound cargo (all classes and categories). Loaded aboard ships of the Military Sealift Command controlled fleet (includes time and voyage charters) in compliance with ships Cargo Security Manuals (CSM), standards set by the IMDG Code for the carriage of cargo, ship, capability and characteristics, maritime laws, IMDG Codes Supplement and Safety Regulations. Ensures maxim-uni utilization of available vessel space and tonnage within the limitation of vessel's stability and trim requirements. Reviews inbound stow plan to ensure inclusion of all information necessary to plan discharge and quay operations. Participates with contractor and vessel representatives, in planning for vessel discharge loading and stowing operations. Participates in port surveys to assess port capacity for military operations. Reviews vessel, characteristics and shipping space tentatively offered by MSC and determines acceptance of the shipping space assigned in fight of specific; requirements of the cargo. Inspect proposed stowage space on commercial vessels and determines suitability IAW the Universal Shipping Contract and MILSTAMP.2. Contracts: Performs Contracting Officer's Representative duties in accordance with appointment letter. Provides technical assistance to the Contracting Officer with respect to matters pertaining to port operations, ensures compliance with the technical requirements of the contract, ensures receipt of all deliverables, inspects and accepts services required under the contract, and maintains detailed records of contractor performance. Conducts Labor Order Meetings with contractor terminal management to articulate service requirements. Certifies cost responsibilities by means of completed Labor Order Forms. Verifies whether contractor render services are provided IAW requirements listed on the Labor Order Form and whether additional services for extra labor, equipment rental,, or other contractual services are performed and properly documented for final certification on Timekeeper Reports at end of shift/operation. Verifies contractor invoices against timekeeper reports, labor order forms and stipulations of S&RTS contracts. Determines whether or not hardship conditions exist and notifies Contracting Officer accordingly. Reports contractor personnel performance by preparing and submitting Quality Central Surveillance Reports, Performs Quality Assurance Evaluator (QAE) duties in accordance with appointment letter. Reports contractual noncompliance to the operations supervisor and informs the Contracting Officer. Assesses detention charges/liquidated damages/claims/marine casualties for came, validity and. liability and provides his recommendation to the Contracting Officer for evaluation and completion of possible claims order. Works in close coordination with vessel masters, chief mates, and or deck officers in the performance of his duties.3. Operations: Inspects and reports contractor or military port operator performance during vessel, rail, barge, and (military) highway (un)loading and (un)stuffing activities. Coordinates activities of military drivers and military maintenance teams. Coordinates sequencing of railcars, barge, and truck availability for (un)loading to expedite vessel operations and to avoid demurrage. Performs spot checks of warehousing operations. Performs in-stow inspections with contractor representative of cargo to identify/evaluate possible transportation damage and proper final, stow position. Provides operational progress reports to vessel representatives. During operations whereby contractors or military port operator are not familiar with special DOD cargo handling requirements, the following operational tasks are performed. Inspects cargo space available at mode of transportation for suitability and compatibility of transporting US DOD sponsored cargo and reports findings to the operations supervisor. Inspects Materiel Handling Equipment to ensure compliance with operational needs. Reports excessive/insufficient gang structures. Recommends reassignment of inefficient personnel. Recommends shifting of work force to improve operations. Recommends S&RTS contractor representative in charge of operations to stop activities when wanted, by operational circumstances.4. Safety: In addition to Deck Officer/contractor provided safety instructions, provides safety instructions IAW AR385-10, The Army Safety Program, to all personnel directly involved in vessel and terminal operations prior to commencement of operation, in addition to contractor provided Materiel Handling Equipment (MHE) inspections, inspects MHE to ensure compliance with safety requirements. In addition to contractor provided IMDG expertise and Host Nation directives provides technical expertise to contractor personnel in case of (un)loading of unsafe containers or gross incidence of non-compliance with applicable laws and regulations, Recommends S&RTS contractor representative in charge of operation to stop activities when warranted by safety. Maintains HAZMAT certification.5. Security: Opens, inspects and reseals, overlanded, damaged or pilfered containers and ensures integrity is maintained in the chain of custody for these containers. Informs operations supervisor regarding special security cargo mid coordinates special storage. Maintains the Transportation Discrepancy Program.6. Coordination: Obtains relevant cargo data and coordinates operations with representatives of. Stevedoring company, long-shoring and tally & checking company, vessel agent, supported CINC, rail road/barge company. If required, conducts exercise coordination with HN military police, HN port authorities, supported CINC's representatives, and other US Government representatives, to ensure seamless cargo hand-off in the Sea Port of Embarkation/Debarkation (SPOE/SPOD). Coordinates, on quay, clearance of oversized cargo with mode operator officials (rail, barge, truck).Optional: Performs Command Inspection Program team member duties to determine unit readiness, compliance with statutory and regulatory requirements, efficiency of operations and status of discipline and morale of inspected command.
