Position: Ground Segment Systems Upgrade Project Manager
EUMETSAT is embarking on a significant and transformative phase as it undertakes a comprehensive program of technological advancements, with several satellite launches anticipated in the near future.
In this dynamic international setting, the Ground Segment Systems Upgrade Project Manager, situated within the Project Management Team (PMT), plays a crucial role in assisting various Technical and Scientific Support (TSS) divisions in managing projects and fostering a robust project management culture and methodologies within TSS.
The projects within TSS encompass all major technical initiatives for IT and Data Infrastructures (I2D), Satellite Ground Segment (SGS), and Digital Solutions and SAF divisions. This includes the enhancement of Ground Segment Systems, particularly Multi-Mission Elements (MME), which consist of software, facilities, tools, IT infrastructure, and IT functions that facilitate Satellite Ground Segment operations, Data Access, and Distribution, as well as Ground Systems Monitoring. These functionalities are essential for supporting all current EUMETSAT operational satellite ground systems and are being upgraded to accommodate new programs under development.
Projects are executed under the oversight of the relevant TSS Heads of Division, who are accountable for resource management and functional areas.
Main Responsibilities:
- Oversee the upgrade projects of the Ground Segment Systems, including Multi-Mission Elements, from the architectural design phase through to the handover to the customer (or end user), ensuring timely organization of relevant reviews while maintaining strict control over schedule, costs, and resources;
- Facilitate interactions with developing programs, the Operations department, and TSS engineering teams responsible for the maintenance and evolution of facilities/services;
- Contribute to the creation and upkeep of the Ground Segment Systems services catalog and associated Service Level Agreements (SLA);
- Develop and maintain Development & Management Plans and Project Plans;
- Assist in the implementation of Change Control and baseline management processes in collaboration with Programs and Operations;
- Support and/or oversee external procurements and contracts as necessary.
Qualifications:
A university degree or equivalent in a relevant field (e.g., Computer Sciences, System Engineering).
Language Proficiency:
The official languages of EUMETSAT are English and French. Candidates must demonstrate proficiency in English and possess a basic understanding of French.
Employment Conditions:
The initial contract will span four years, with the possibility of subsequent five-year contracts based on individual performance and organizational needs. There is no limit to the number of follow-up contracts a staff member may receive until the EUMETSAT retirement age of 63, providing ample opportunities for a long-term career at EUMETSAT. The position is graded A2/A4 on the EUMETSAT salary scales, with a minimum basic salary that is negotiable based on skills and experience. The salary scale allows for increments on the anniversary of employment, and scales are reviewed annually by the EUMETSAT Council. In addition to the basic salary, EUMETSAT offers attractive benefits.
