The IT Specialist acts as the primary technical authority for the U.S. Army Garrison Wiesbaden Directorate of Public Works (DPW) within the Operations and Maintenance Division (OMD) for the automation of utility systems. Responsibilities include:
1. **Policy Interpretation**: Analyze new or updated command policies to assess their implications on existing systems and strategic planning.
2. **Network Planning**: Define and set objectives for network communications, assisting in identifying automation communication needs for the USAG Wiesbaden DPW.
3. **Program Development**: Participate in the creation and enhancement of automation support programs, ensuring compliance with regulations such as Information Assurance (IA) and Cyber Security.
4. **Needs Assessment**: Identify and evaluate the automation and data communication requirements of the USAG Wiesbaden DPW, developing necessary specifications for hardware and security measures.
5. **Customer Support**: Provide guidance to users on automation equipment and assist in troubleshooting hardware and software issues to minimize downtime.
6. **Backup Procedures**: Plan and execute file and system backup protocols to ensure operational continuity after system failures.
7. **Energy Monitoring**: Ensure the effective operation of the Utilities Energy Monitoring and Control System (UEMCS) and related utility systems.
8. **Training**: Offer on-the-job training for users on software capabilities and proper usage, identifying additional training needs as necessary.
To qualify for this position, candidates must meet the following educational and experience criteria:
- **Education**: Completion of an apprenticeship in Computer Science or a related field is required, along with relevant job experience as specified by the Education and Training Levels.
- **Experience**: A minimum of 1-5 years of job-related experience in information systems planning, design, and implementation is necessary, depending on the level of the position.
- **Skills**: Proficiency in office automation and a valid driver's license (class B) are mandatory. The role may require lifting up to 30 lbs.
- **Language Proficiency**: Candidates must demonstrate English proficiency at Level C2 and German proficiency at Level C1.
This position may be filled at various levels, with opportunities for non-competitive promotion based on performance and training completion.
