Human Resources Advisor Location: Wiesbaden, Germany Eligibility Criteria

WHO MAY APPLY:
Current INTERNAL Local National Employees throughout Germany, including all Local National employees of the U.S. Forces in Germany.

EXTERNAL Local National Applicants residing in Germany.

Key Responsibilities

The incumbent acts as the primary liaison for the 2d TSB with the District Works Council (DWC) and Local Works Council (LWC), as well as the Severely Handicapped Employee's Representative (SHE Rep) concerning Local National (LN) workforce matters. Responsibilities include:

  • Staying informed on District and Local Works Council issues and appeals.
  • Facilitating effective communication and consultations with works councils.
  • Providing relevant information regarding works council interests and soliciting feedback pertinent to the LN employment program.
  • Advising supervisors and Commanders on current works council activities.
  • Representing the Commander/Deputy at meetings with various stakeholders, including the Civilian Human Resources Agency (CHRA) and union officials.
  • Formulating comprehensive positions on legal, regulatory, and operational matters affecting the workforce.
  • Consulting with management on labor court cases initiated by local national employees.
  • Maintaining knowledge of applicable labor laws and directives impacting the local national workforce.

Additionally, the advisor will analyze potential HR policy issues and propose revisions to enhance management of the Command's host nation civilian workforce. The role includes advising on LN civilian personnel programs, focusing on labor relations, and assessing the implications of disputes before third-party authorities.

Qualifications

Applicants must meet the following educational and experience requirements:

  • Completion of an apprenticeship in a relevant commercial, business, or administrative field, or equivalent qualifications.
  • Extensive job-related experience in human resources principles and practices.
  • Proficiency in both English and German (C2 level).

Office automation skills are essential. Candidates should demonstrate specific knowledge, skills, and abilities relevant to the position.

Employment Conditions

This position may be filled at the C-7A or C-08 level, with opportunities for non-competitive promotion based on performance and training completion. Temporary duty travel may be required occasionally.
