The Procurement Card Program Specialist will assist the Procurement Management team and the Program Administrator in the ongoing development of the City of Tucson's Procurement Card Program, aiming to improve operational efficiencies and ensure adherence to compliance standards.DUTIES AND RESPONSIBILITIES:*
Position Specific Summary
The Procurement Card (PCard) Program Specialist role within the Business Services Department is focused on facilitating the Procurement Card program by ensuring that purchasing activities are secure, user-friendly, and in line with established policies and procedures.
This position operates under the guidance of the Finance Manager and does not involve supervisory responsibilities.
Duties and Responsibilities
Transaction Oversight (45%) - Essential
Oversees the queue of pending PCard transactions, ensuring compliance with the City of Tucson's PCard policies. Collaborates with cardholders to resolve missing documentation or transaction issues. Sends regular reminders to staff regarding outstanding transaction completions.
Program Administration (20%) - Essential
Initiates, tracks, and distributes new PCards. Adjusts purchase limits as necessary. Reports any disputes or fraudulent activities to the banking institution. Monitors card expirations and manages reissuance as needed.
Communication and Training (15%) - Essential
Ensures that all communications and disclosures are consistent with PCard policies and procedures. Provides training for new cardholders and ongoing support for existing users. Engages with PCard banking representatives to address various concerns as necessary.
Data Management and Reporting (10%) - Essential
Maintains precise records of PCard transactions, cardholder details, and other pertinent information. Prepares regular reports detailing PCard usage, including spending patterns and compliance matters. Monitors rebates, proxy cards, and documents compliance discrepancies. Assists in gathering data for audits and reviews of the PCard program.
Additional Duties (10%) - Non-Essential
Performs any other responsibilities and tasks as assigned, including miscellaneous duties related to the management of the PCard program.

PREFERRED QUALIFICATIONS:
A minimum of 2 years of experience in accounting, procurement, or purchasing within a governmental context.Professional experience in areas such as accounts payable, purchasing processes, procurement cards, or supplier management.
This role requires the ability to exercise independent judgment, possess some authority, and engage with individuals at various organizational levels while being accountable for outcomes.
Familiarity with Workday or other Enterprise Resource Planning (ERP) financial systems and proficiency in Microsoft Office applications.
