U.S. Army Europe and Africa is seeking a highly skilled Technical Specialist to join our team in Stuttgart, Germany.
About the RoleThe Technical Specialist will be responsible for handling contract modifications and contract administration duties. This includes reviewing plans and specifications, change orders, contract modifications, findings of fact, claims, transfer documents, and other construction engineering considerations.
Key Responsibilities- Review and analyze contract modifications or supplemental agreements for engineering necessity, feasibility, and economy.
- Confer or correspond with Resident/Area Engineer Office personnel, District Headquarters, Host Nation representatives, and end-using agencies as necessary.
- Render technical assistance to contractors and field personnel.
- Negotiate prices to support contract modifications and claims.
- Prepare findings of fact, memorandums of record of negotiations.
- Review, analyze, and evaluate claims submitted by contractors under construction contracts.
The ideal candidate will have a Meister Diploma or Staatlich geprüfter Techniker in a trades or crafts field directly related to the position, plus 4 years of job-related experience. Advanced journeyman trades and crafts experience that provided intensive knowledge of engineering principles, techniques, methods, and precedents is a prerequisite.
