POSITION DUTIES AND QUALIFICATIONS

SUMMARY OF DUTIES:

The Finance Administrator role within the City of Tucson's Business Services Department is responsible for overseeing the financial operations of the division. This includes managing budgets, contracts, and assessing the implications of financial decisions. The position also involves representing the division in various projects and ensuring adherence to regulatory standards.

The Finance Administrator is tasked with the strategic planning, execution, and management of financial functions such as reporting, budgeting, contracting, and special initiatives. This role collaborates closely with department directors, finance managers, and support personnel to align with the City's financial objectives.

Work is conducted under the guidance of the Director of the Business Services Department, with supervisory responsibilities over finance management staff.

Key Responsibilities

Directs the planning, execution, and management of financial functions and resources to meet the strategic goals of the department and the City efficiently. Provides guidance to finance managers to ensure compliance with local, state, and federal regulations. Formulates and enforces financial policies. Analyzes financial data and trends to produce comprehensive financial reports. Designs and manages financial assessment tools to guarantee the accuracy of financial information. Coordinates the preparation of the City's Annual Comprehensive Financial Report. Establishes and implements policies and procedures that ensure program operations comply with established standards and regulations. Manages special projects and issues by communicating financial implications effectively. Oversees special initiatives for the City Manager and other departments. Supervises one or more full-time employees, providing direction and support. Involved in recruitment and retention processes; facilitates or coordinates staff training. Reviews and approves timecards and personnel actions. Drives the department's vision through divisional activities, ensuring high employee productivity and morale. Prepares budget memos, reports, and presentations for departmental and city-wide purposes. Initiates and participates in staff meetings. Maintains professional expertise through various means, including attending seminars and engaging with professional publications and organizations. Builds strategic partnerships with community representatives and external agencies to address community issues, acting as a representative of the City. Completes all other assigned duties and tasks.

Primarily an office environment.

MINIMUM REQUIRED QUALIFICATIONS:

Education:

Bachelor's degree

Work Experience:

Five (5) years of relevant experience

Bachelor's degree in Accounting, Business Administration/Management, Economics, or Finance

PREFERRED QUALIFICATIONS:

Master of Business Administration (MBA) degree
Professional certification from a recognized financial association, such as Certified Public Accountant (CPA), Certified Public Finance Officer (CPFO), or Certified Government Financial Manager (CGFM).
Experience in finance within a public sector environment.
