WASH Systems Strengthening Coordinator

Location: Germany, Zimbabwe, or Sierra Leone

This role is anticipated to commence shortly, with an initial contract lasting two years, contingent upon funding approval. The likelihood of funding approval is high, and there are promising prospects for contract extension beyond the initial term. The employment location may be in Germany (Bonn or Berlin), Zimbabwe (Harare), or Sierra Leone (Freetown).

As the WASH Systems Strengthening Coordinator, you will provide strategic direction for the Global WASH program, a flagship initiative at Welthungerhilfe (WHH) aimed at enhancing WASH systems in fragile and developing environments to fulfill Sustainable Development Goal #6. This program, active in India, Pakistan, Sierra Leone, and Zimbabwe, focuses on establishing a sustainable foundation for service delivery at both micro and meso levels, while leveraging insights and evidence to influence systems at national and global scales. The program is designed to:

  • Facilitate WASH service delivery to users by promoting pilot models and advocating for the scaling up of infrastructure investments for inclusive services (micro level).
  • Strengthen the capacity of local governments or service authorities in their operational roles (meso level).
  • Influence regional, national, and international stakeholders to enhance the enabling environment for service delivery (macro level).

Your Responsibilities

  • Establish and coordinate the second phase of the WASH systems program, including program initiation, intervention design, and execution.
  • Oversee and coordinate activities at the country level, including managing partner and consultant contracts in collaboration with respective WHH country offices and project heads.
  • Provide technical guidance to field teams and mentor senior personnel in the design of program-related activities.
  • Offer advisory services and review program work plans throughout the project duration.
  • Ensure the effective and transparent utilization of financial resources, adhering to donor regulations and WHH policies.
  • Implement quality control measures through a robust monitoring system in collaboration with the MEAL team at headquarters and in the field.
  • Manage learning and exchange initiatives, as well as external support services, in close cooperation with the head of the program's learning module.
  • Act as the primary contact for external networking, fostering collaboration with international partners and ensuring program visibility at the sector level.
  • Review and approve newsletters, learning briefs, and other program-related publications, including donor reports.
  • Represent WHH in high-level meetings and forums.
  • Manage access to a network of subject matter experts, facilitating their utilization by project teams and stakeholders.
  • Advise WHH management on challenges, risks, and opportunities to enhance WASH service delivery and the overall WASH portfolio.
  • Conduct appraisals, manage contracts, and provide development and training opportunities for country teams and local partners.
  • Participate in and, when appropriate, facilitate internal exchange workshops and annual program events.

Your Profile

  • A university or college degree in a relevant field.
  • A minimum of 5 years of demonstrated experience in a related field as a project/program or portfolio manager, with responsibilities for coordinating and guiding implementation teams across multiple countries in diverse and challenging environments.
  • Proven experience in financial management of large-scale programs.
  • Exceptional professional networking abilities, with a track record of synthesizing and organizing diverse stakeholder interests.
  • Experience in promoting advocacy initiatives in the Global South.
  • Experience in designing and implementing training processes and mutual learning activities.
  • Familiarity with BMZ as a donor is desirable.
  • Willingness to travel to Asia and Africa.
  • Willingness to receive necessary vaccinations for work in Welthungerhilfe's program countries.
  • Excellent oral and written communication skills in English.
