Housing Administration Specialist Wiesbaden, Germany Application Eligibility

Eligible candidates include:

Current INTERNAL Local National Employees across Germany. This encompasses all existing Local National personnel of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within the country.

Key Responsibilities

The Housing Administration Specialist acts as a Housing Manager stationed at an Installation Management Command (IMCOM) facility or remote location. This role entails the direct, on-site oversight, administration, and execution of initiatives, facilities, or complexes that support the housing management program(s) such as Housing Services Office (HSO), Unaccompanied Housing (UH), Furnishings Management, Residential Communities Initiative (RCI), Privatized Army Lodging (PAL), and Army Family Housing (AFH), utilizing the enterprise Military Housing (eMH) database. Responsibilities may include operations under a joint base environment, necessitating familiarity with Army, Air Force, or Navy policies, programs, and procedures. For HSO, the individual will be part of a team managing the off-base housing services program, engaging in activities such as housing referrals and relocation assistance. The specialist will provide briefings and guidance to Active Duty and retired personnel, both accompanied and unaccompanied, as well as DoD Civilians and Family Members transitioning to the installation, assisting them in finding suitable housing in the vicinity. The role involves scheduling and conducting inspections of community rental properties to assess their adequacy, habitability, and suitability for referral. The specialist will serve as a liaison for real estate agents, landlords, and property managers in the area, maintaining a registry of real estate contacts for client requests. Management of the Rental Partnership Program and Utility Deposit Waiver Program is also a key responsibility. The specialist will compile data for various reports related to housing availability, customer service metrics, and Basic Allowance for Housing (BAH) surveys. Additionally, the role includes investigating and mediating rental disputes between landlords and tenants regarding issues such as unpaid rent, property conditions, and lease agreements. For UH, the specialist collaborates with a team overseeing barracks and dormitories, assisting in the development of installation plans and procedures, and managing day-to-day operations. Responsibilities include ensuring accountability for government-issued furnishings and appliances, conducting briefings and training sessions for diverse audiences, and managing furnishings requirements in accordance with established criteria. The specialist will initiate procurement actions for furnishings and maintain historical data of all furnishing requests. The role also includes serving as a point of contact for commercial contracts related to cleaning, repairs, and installations of furnishings. The specialist will advise on procurement limitations and initiate necessary paperwork for exceptions.

C-6a:

E&T Level I: Requires 2 years of relevant experience as defined in section A below, plus 4 years of experience as defined in section B.

Current employees not meeting E&T Level I and not in a similar role must have an additional 2 years of relevant experience as described in section A.

E&T Level II: Requires 1 year of relevant experience as defined in section A, plus 4 years of experience as defined in section B.

E&T Level III: Requires 3 years of relevant experience as defined in section B.

E&T Level IV: Requires 2 years of relevant experience as defined in section B.

E&T Level V: Requires 1 year of relevant experience as defined in section B.

Current employees with one year in a similar role qualify for the next higher grade.

Experience A: Includes clerical work in an office or retail environment, computer proficiency, bookkeeping, inventory management, telemarketing, event coordination, or cashiering.

Experience B: Involves experience in a similar field relevant to the position, demonstrating the necessary knowledge, skills, and abilities. The predominant experience should be at a comparable level of difficulty to the position being filled, with the higher-level experience proportionate to the total required years.

* Proficiency in Office Automation is essential.
* A valid driver's license class B is required.

Language Proficiency Level:

Proficiency in both English and German at Level C1 is mandatory. Candidates may assess their proficiency through various online platforms offering tests under the 'Common European Framework of Reference for Languages' (CEFR).
