**Duties**:

- Manages introductory, intermediate and advanced foreign language training courses in eight to twelve languages and dialects languages to US and Allied military including language for special purposes.
- Applies sound, mature judgment to develop effective solutions to a wide range of professional, technical and resource management problems and issues.
- Designs and executes evaluation processes to illustrate corrective methodologies for the language school as well as NATO national military language instruction and testing programs.
- Participates in multinational workshops and delivering presentations at international conferences.
- Represents USG and NATO by leading official multinational teams of language specialists into NATO/Partner countries to assess and improve language training and testing programs.
- Serves as Contracting Officer Representative for all language school contracted faculty.

**Conditions of Employment**:

- One year trial/probationary period may be required.
- This position requires you to submit a Public Financial Disclosure Report (OGE 278) or a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.
- You will be required to provide proof of U.S. Citizenship.
- Applicants must comply with the Exceptional Family Member Program requirements as outlined in the DoD Instruction 1315.19.
- Tier 3 (ANACI) - This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- Must successfully complete a Contracting Officer's Representative (COR) course within 30 days of employment.
- This position is supervisory as defined by the Office of Personnel Management’s (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.
- An advanced degree, preferably a MA or Ph.D., in English as a Second/Foreign Language, TESOL, English, Teaching a Foreign Language, or other directly related specialty is highly desired.
- Experience in language testing (e.g., verbal proficiency interviewing, developing four-skills language tests) is highly desired.

**Qualifications**:
- Basic Requirement for Senior Language Specialist:
Specialized Experience: One year of specialized experience which includes administering government language programs and developing solutions for language training and testing programs.
- Knowledge Skills Abilities (KSA):
- Subject matter knowledge and EXPERTISE: Mastery of adult English as a Second or Foreign language (EFL, ESL) instruction or the adult Foreign language instruction field. This depth and breadth of knowledge and experience is also required to supervise the development, execution and evaluation of graduate level seminars and workshops at the PLTCE.
- KNOWLEDGE OF EXECUTIVE LEVEL LANGUAGE PROGRAM MANAGEMENT: Because of the extremely wide range of courses and issues encountered, the level of professional knowledge and experience must be capable of expert advising to a country's national defense structure on its language training and testing policies.
- EXECUTIVE LEVEL SKILLS: Skills in effectively communicating with and leading employees of various types (US Gov Title V and Title X, US Gov NCOs, as well as Local National employees and National Voluntary Contributions from NATO and Partner Nations).
- RESOURCE MANAGEMENT SKILLS: Skills in developing effective solutions to a wide range of professional, technical and resource management problems and issues. Skills in effective management of several contracts and serving as Contracting Officer Representative for language programs.
- ABILITY TO LEAD: Ability to organize and prioritize work for self and others. Ability to effectively communicate and delegate
- ABILITY TO DEVELOP COOPERATIVE RELATIONSHIPS: Ability to work autonomously and as part of a team. Ability to collaborate with experts inside and outside the organization.
- ABILITY TO EXECUTE THE MISSION WITH MINIMAL GUIDANCE: Ability to work completely independent guided by broadly defined mission objectives from PLTCE Director.
