**Duties**:

- Provide legal advice to management concerning proposed actions and/or decisions on matters of responsibility that may involve various host country statutes or legal codes, including American, European, and East European.
- Participate in the full range of pre-award activities for construction contracts. Review acquisition plans, source selection plans, contract provisions, and advise the Project Delivery Team.
- Participate in technical evaluation panels and negotiations and review award documents for legal sufficiency. Review contracts and other legal instruments to assure that negotiated terms are adequately set forth to protect the Government interests.
- Monitor procurement process from contract solicitation review/award to contract completion, final payment, and settlement of any claims and appeals; make decisions on legal questions involving interpretation of contracts.
- Represent the agency in bid protests: develop agency position, prepare bid protest reports, and represent the government in hearings and other bid protest adversarial proceedings. Investigate and recommend action on claims and appeals.

- This position requires you to submit a Confidential Financial Disclosure Report (OGE-450) upon entry, and annually thereafter.
- Must be able to obtain and maintain a Secret security clearance.

**Education Requirements**:Position requires the possession of a professional law degree (LL.B. or J.D.) and, for assignment within the Department of Defense, OGC, or DLSA, active membership in the bar of the highest court of a State, U.S. commonwealth, U.S. territory, or the District of Columbia. The Military Departments may also extend the requirement for active bar membership to assignment of civilian attorneys within their respective Departments.- Thus, an applicant must have successfully completed a full course of study in a school of law accredited by the American Bar Association (ABA) and have the first professional law degree (LL.B. or J.D.).

**Statement of Good Standing**: Applicant must currently be a member in good standing of the bar of a state, territory of the United States, District of Columbia, or Commonwealth of Puerto Rico.

**Experience**:
- You will be evaluated on the basis of your level of competency in the following areas:- Knowledge of and experience with government contract law including formation, administration, and bid protests with a special emphasis on construction.
- Knowledge of and experience with government contract disputes, litigation, negotiation, the practice of the rules of evidence and procedure, and the rules of the Armed Services Board of Contract Appeals.
- Familiarity and experience working overseas to include developing legal analyses and opinions concerning Government contracts with a special emphasis on construction contracts in an overseas environment.
- Ability to communicate effectively orally and in writing.
- Ability to work efficiently and effectively, both independently and on a team, to advise and advocate for the client.

**Additional information**:

- This is a Career Program (CP) 56 - Legal position.
- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- On this overseas accompanied tour, medical and DoDDS special education services may not be available in the immediate location of this position.
- In the overseas areas, access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only. Medical care may be provided by host nation providers. The availability and level of care at host nation medical facilities will vary by location.
- Movement overseas may require you to initiate a change in your health benefits plan to ensure coverage.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
- Selectees initially recruited from the United States may receive certain foreign area benefits such as: Living Quarters Allowance (LQA) or government quarters, home leave, etc. (Subject to approval)
- Selectees recruited outside the U.S. will have their eligibility for foreign area benefits determined at the time of hire
- Overseas allowances may be authorized in accordance with Department of State Standardized Re
