**Duties**:
- Provides or coordinates all legal advice and services required by a worldwide organization operating in multiple countries.
- Serves as legal advisor and counsel to the DCMAI Europe / Asia Commander, Deputy, and Staff.
- Provides legal advice and assistance regarding unique complex issues arising from the international aspects of the organization and its overseas contract administration mission.
- Provides legal advice in all areas of DCMA practice, with primary emphasis on Personnel and Local National Labor Law, Overseas Administrative Law, Contract Law (FAR 42), Standards of Conduct, and International Agreements.
- Working knowledge of overseas tours of duty, service agreements, return rights, and the priority placement program, allowances and entitlements as provided in the DSSR, DoD regulations, and the Joint Travel Regulation
- Advises on International agreement and support agreement negotiation and formation; Overseas status of personnel issues to include SOFAs, chief of mission status, status under other security agreements
- Advises command on issues involving employees who are U.S. citizens, or direct or indirect hire foreign nationals, including third country nationals.
- Acts as Litigation Counsel in overseas based cases, before the Merit Systems Protection Board (MSPB), and the Equal Employment Opportunity (EEO) Commission, as needed.
- Provides fraud awareness training and ethics training in accordance with the training plan.
- As an attorney of broad experience and expertise, the incumbent will assist in the planning and management at every stage by bringing a legal viewpoint on issues relating to international law and life Overseas that managers may not have considered.
- The incumbent represents or arranges for representation of the Agency in U.S. and Foreign courts, administrative forums, and Alternate Dispute Resolution proceedings.

- Must be admitted to practice before the highest court of a state or the District of Columbia and be an active bar member in good standing of that jurisdiction.
**Qualifications**:
- To qualify, applicants must possess the first professional law degree (LL.B. or J.D.).
Applicants must possess professional legal experience in excess of **three (3)** years that is commensurate with the duties and responsibilities of the position. - Excellent oral and written communication skills and proficiency as an advocate.
- Excellent interpersonal skills and client relationships, and the ability to interact well with senior officials on controversial and sensitive issues.
Additional selection factors:
Federal sector legal experience, preferably DoD, in the following is not required but will be given favorable consideration: employment, fiscal, Government contracts, intellectual property, information, or administrative law.
