Qualifications and skills:

- Master's degree in Economics, Business Administration, Finance, Development Studies or other directly relevant discipline is required. Bachelor’s Degree in the same fields can be accepted provided that additional relevant work experience equivalent to + 1 year is proven.

General professional experience:

- At least 3 years of professional experience in the field of economic development. Given the components of the contract and prioritisation, Key expert 2 shall possess a strong background in the investment sector.
- Proven professional track-record in Investment, Banking, Financial Services, Financial Sector Regulation and Development Finance would be preferred.

Specific professional experience:

- Professional experience in the following areas is preferred. I. Banks and lending institutions; II. Investment and equity funds; III. Public institutions active in investment and financial sectors, including regulatory authorities; IV. Development Finance Institutions, including banks, national and multilateral financial institutions; V. International Donors active in investment and financial sectors,
including donor institutions and donor-funded programmes.
- Proven track-record of strong analytical capacity for delivery of reports, notes and studies in the investment and financial sector is essential.
- Professional experience working on interventions supported by international donors, notably in context of the EU and European Financial Institutions, knowledge of EU’s external investment policies, mobilisation of finance for investment and EU’s external financial instruments will be considered as a very strong asset.
- Previous experience in assisting management staff in managing complex programmes, coordinating work processes and staff will be considered as a strong asset.

The minimum percentage of time, which the Key Expert 2 should spend working in the partner country should be at 75 %.
