**Duties**:
- Provide advisory services on problems, conditions, programs, and functions to a broad customer base.
- Coordinate with local Government agencies involved to preclude conflicts of interest or jurisdictional disputes.
- Ensure contractor compliance with contract schedules, plans, specifications, and submittals for major medical facility construction.
- Interpret contract specifications pertaining to construction phase, and determines whether construction meets contract requirements.
- Develop cost estimates while determining the most practical methods of accomplishment and time required for the purpose of comparison of proposal from the contractor.
- Discuss construction features, requirements, and shop drawing in terms of field construction conditions both before and during work performance.

- One year trial/probationary period may be required.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.

- The employee must meet the AWF PRACTITIONER Career Level Certification in the CONTRACTING Functional Area within 48 months of employment.
- Must obtain and maintain Contracting Officer Representative (COR) certification within 6 months of employment.
- Must be able to obtain and maintain a valid US and USAREUR-AF driver's license.
- Must be able to obtain and maintain a valid US Tourist and Official Passport.
- Must be able to obtain and maintain a valid SECRET security clearance for the duration of employment.

- **Basic Requirement for Civil Engineer, Mechanical Engineer, Electrical Engineer**:
A. Degree: Bachelor's degree (or higher degree) in engineering. To be acceptable, the program must:(1) lead to a bachelor's degree (or higher degree) in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); OR (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.
- OR- **Basic Requirement for Architect**:
A. Degree: Bachelor's degree (or higher degree) in architecture or in a related field that included 60 semester hours of course work in architecture or related disciplines of which at least (1) 30 semester hours were in architectural design, and (2) 6 semester hours were in each of the following: structural technology, properties of materials and methods of construction, and environmental control systems.
- OR- In addition to meeting the basic requirement above, to qualify for this position you must ALSO meet the qualification requirements listed below:
- **Specialized Experience**: One year of specialized experience at the GS-11 level (or equivalent), which includes includes 1) executing construction activities for a wide range of military construction projects, 2) evaluating contractor quality control systems to ensure compliance to US and German building code regulations, AND 3) analyzing reports, contractor prepared plans, procedures and schedules, payment requests in order to determine appropriate action.

- Direct deposit of pay is required.
- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- If an employee brings a child to an overseas location and that child is entitled to attend a DoD school on a space-required basis in accordance with DoDEA Regulation 1342.13, the DoDEA and the Military Department responsible for providing related services will ensure that the child, if eligible for special education, receives a free appropriate public education, including related services pursuant to DoDI 1342.12 and DoDM 1342.12.
