**Duties**:

- Performs supervisory personnel and management functions including leave approval, discipline, performance evaluations, training, counseling, incentive awards, budgeting, the announcement of attorney vacancies, and arranging for space.
- Performs long and short-range planning, reviewing and prioritizes incoming work and makes work assignments to subordinates for a balanced workload.
- Provides expert level advice and guidance on procurement matters, including issues of law and fact, procurement methods, government policies, and procurement planning.
- Advises on legal methods for the resolution of contract problems and counsels on potential problems and the techniques for avoidance of disagreements/disputes.
- Provides advice to the Command on areas of the law where research direction is not clear-cut where the legal issues involve the most complex fact patterns and present policy and decisional questions of first impression.
- Serves as the senior civilian attorney advisor and representative in all disputes and inquiries on such matters as contract interpretation, evaluation of contractor claims, affirmative Government claims, contract modifications, and bid protests.
- Serves as expert in providing legal opinions and final advisory statements regarding high-level policy or extremely complicated questions to the Senior Contracting Official (SCO) and the Command's acquisition professionals.

**Conditions of Employment**:

- A two year trial/probationary period may be required.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance for access for the duration of employment.
- This position may require the incumbent to submit a Public Financial Disclosure Report (OGE Form 278e) or a Confidential Financial Disclosure Report (OGE Form 450) upon entry, and annually thereafter in accordance with DoD Directive 5500-7-R.
- This position requires the incumbent to maintain an active bar membership that permits the representation of the Federal Government in the courts of their jurisdiction to the extent that private practice attorneys are able to for their clients.

- Skill in identifying and researching highly technical and complex legal issues.
- Skill in providing legal, technical, and policy guidance.
- Ability to effectively, professionally, and ethically manage a heavy caseload of clients with complex legal needs.
- Ability to supervise or lead others.

**Qualification Requirements**: The following minimum qualification requirements must be met before applicants are eligible for further consideration:
- **2) Bar Membership**: Applicants must be active members in good standing (as defined by the pertinent bar) of the bar of a State, territory, the District of Columbia, or the Commonwealth of Puerto Rico.
- **3) Professional Legal Experience**:Applicants must possess more than 3 years of professional legal experience after admission to the bar commensurate with the duties of the position.- **Education**:

- Male applicants born after December 31, 1959, must complete a Pre-Employment Certification Statement for Selective Service Registration.

- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
- Employees (and family members) who require medical or dental care in the overseas location will be responsible for obtaining and paying for such care. Access for civilian employees and their families to military medical and dental treatment facilities is on a space-available and reimbursable basis only.
- Pay retention may be offered to selected applicants for positions at overseas locations. Pay retention will not be offered as an incentive for employees moving between overseas positions.
