Performs supervisory personnel and management functions including leave approval, discipline, performance evaluations, training, counseling, incentive awards, budgeting, the announcement of attorney vacancies, and arranging for space.

Performs long and short-range planning, reviewing and prioritizes incoming work and makes work assignments to subordinates for a balanced workload.

Provides expert level advice and guidance on procurement matters, including issues of law and fact, procurement methods, government policies, and procurement planning.

Advises on legal methods for the resolution of contract problems and counsels on potential problems and the techniques for avoidance of disagreements/disputes.

Provides advice to the Command on areas of the law where research direction is not clear-cut where the legal issues involve the most complex fact patterns and present policy and decisional questions of first impression.

Serves as the senior civilian attorney advisor and representative in all disputes and inquiries on such matters as contract interpretation, evaluation of contractor claims, affirmative Government claims, contract modifications, and bid protests.

Serves as expert in providing legal opinions and final advisory statements regarding high-level policy or extremely complicated questions to the Senior Contracting Official (SCO) and the Command's acquisition professionals.
