Org. Setting and Reporting

This position is located in the Compensation and Classification Section (CCS), Global Strategy and Policy Division (GSPD), Office of Human Resources (OHR) of the Department of Management Strategy, Policy and Compliance (DMSPC). OHR/CCS is responsible for the operation of the United Nations Global Human Resources Centre (‘OneHR Centre’) established in 2016 to provide centralized job classification and background verification services to the common system organizations. This position is located in the Compensation and Classification Section in Bonn. The Associate Programme Management Officer reports to the Chief of Section through the OneHR Centre Manager. The incumbent will be the first reporting officer to HR and/or Programme Assistants in the OneHR Centre.




Responsibilities

Within delegated authority, the Associate Programme Management Officer will be responsible for the following duties: • Works with key clients to facilitate the development, implementation and evaluation of the OneHR Centre; monitors and analyzes specific aspects of programme/project development and operations; reviews relevant documents and reports; identifies problems and issues to be addressed and recommends corrective actions; liaises with relevant parties; identifies and tracks follow-up actions. • Carries out research on selected aspects of the OneHR Centre, operations and other activities, etc., to include collecting, analyzing and presenting statistical data and other information gathered from diverse sources. • Reviews, approves and/or endorses background verification cases processed by the OneHR Centre; conducts relevant research on cases; makes recommendations on process improvement. • Processes, reviews and/or approves classification cases received by the OneHR Centre; discusses details of bespoke classification assignments with clients; remains abreast of progress done in the classification realm and the ICSC Master standard and makes recommendations on process improvement. • Assists in performing consulting assignments, in collaboration with the client, by planning facilitating workshops, through other interactive sessions and assisting in developing the action plan the client will use to manage the requirements, and how the OneHR Centre can assist with it. • Participates in data analysis initiatives; assists with design of data collection tools; issues data collection tools, reviews, analyzes and interprets gathered information, identifies problems/issues and prepares preliminary conclusions. • Contributes to the preparation of various written outputs, e.g. draft background papers, analytical notes, sections of reports and studies, inputs to publications, etc. • Provides administrative and substantive support to consultative and other meetings, conferences, etc., to include proposing agenda topics, identifying and proposed participants, preparation of background documents and presentations, handling logistics, etc. • Undertakes outreach activities; participates in the development of training workshops, seminars, etc.; participates in and makes presentations on assigned topics/activities. • Participates in field missions, including provision of substantive and administrative support to clients, data collection, etc. • Coordinates activities related to budget funding (programme/project preparation and submissions, progress reports, financial statements, etc.) and preparation of related documents/reports (invoices, work programme, programme budget, etc.). • Performs other duties as required.

Education

An advanced university degree (Master's degree or equivalent) in business administration, management, human resources, organizational design, economics or related fields is required. A first-level university degree (Bachelor’s degree or equivalent) in the specified fields of studies with two additional years of relevant work experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of two years of progressively responsible experience in project/programme management, administration or related area is required. No experience is required for candidates that have passed of the Young Professionals Programme Examination (YPP)/United Nations National Competitive Recruitment Examination (NCRE) or the General Service to Professional Examination (G to P). Experience conducting job classifications is desirable. Experience supervising staff is desirable.




Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another official United Nations language is an advantage.




Assessment
