Security Storage Area Manager- CST

The SSA Manager will provide the following tasks:

Provide security related expertise to the government Site Security Coordinator (SSC) and authority teams to develop facility completion.

Manage the storage and inspection process of the secure material and equipment related to the Baumholder projects.

Supervise a team of CST personnel assigned to the SSA and other designated inspection areas.

Developing working schedules for permanent and temporarily assigned security personnel to the SSA.

Reports directly to the SSC on all matters related to the SSA and inspection process.

Utilize approved technical inspection equipment to inspect secure material and equipment in the SSA and other assigned areas.

Maintaining a clean, tidy, and safe SSA.

Responsible for conducting monthly audits of all material held within the SSA.

Will be responsible for opening and closing procedures of the SSA and any alarm or recall responses.

Train & assist on site Construction Surveillance Technicians (CST) with construction solutions, security developments & document version control.

Conduct periodic security inspections of the SSA for the duration of the project to ensure compliance with the CSP.

Perform Audit /Analysis/Interpretation of IFC construction drawings and specifications to identify security vulnerabilities (technical, physical) and associated threats to vulnerabilities associated with Intelligence Community Directive 705 (ICD 705).

Perform in-depth investigations to anomalies associated with all 50 construction divisions which pose significant threat to US Government mission and provide tactics to resolution.

Provide management of Construction Surveillance Technicians (CST) and observes all construction and construction workers to concurrently apply counterintelligence surveillance strategy and observation simultaneously.

Provides critical advanced technical knowledge in support of unique security requirements inherent in US TOP SECRET Secure Compartmentalized Information Facility (SCIF) operations including sound attenuation, electric circuitry isolation and noise spillage, electromagnetic emission attenuation and provide tactics to resolution of substandard construction (in all 50 Divisions).

If in the event the SSC is not on site and or not available, will act in his/her place serving as the interim SSC until their return.

Must maintain proficiency of the onsite and ACF CST duties.

If the operational need arises, will be utilized to augment onsite CSTs.

Is capable of repeatedly lifting us to 50 lbs in a safe manner during the inspection or other processes.

Can stand or walk up to 10 hours a day.

Technical Description/Skills

Has expertise in:

All aspects of ICD 705 construction and understands the inner workings of decisions and considerations.

Shall demonstrate an ongoing awareness and knowledge of and ability/processes to apply all applicable guidance and regulations related to performance while ensuring no delay or lapse in contract performance.

Appling knowledge of all 50 standard construction divisions and security requirements and standards with technical threats posed by foreign intelligence services to mitigate threats to satisfaction of US Government. Each construction method (major and minor, multiple person teams to single persons) introduces opportunities to technical threat.

Technical surveillance techniques and procedures.

Foreign intelligence operations, counter-intelligence devices and the associated security techniques.

Threats of the area and provide expertise with regards to construction alternatives to ensure the delivery of the facility.

US government security policies, directives and standards

Exercise knowledge of TEMPEST construction principles and make recommendations to the SAO and CTTA applying mitigation requirements for countermeasures.

EU manufacturers, observing manufacturing/procedures (rebar, HVAC, lights, doors, windows, concrete, etc), and escorting/transporting from multiple EU manufacturers to the SSAs.

Operating X-ray machines and metal detectors, as well as providing all health and safety documentation and certifications.

Expertise in Technical Surveillance Countermeasures, PHOTO Intelligence (PHOTOINT), Imagery intelligence (IMINT) techniques and construction principles and devices used by hostile and friendly intelligence services for the purpose of clandestine surveillance.

Expertise in technical surveillance techniques and procedures and knowledge of foreign intelligence and counterintelligence devices and techniques.

Experience/knowledge with telecommunication systems/wiring/splicing/patching/switching and how telecommunication wiring and devices provide a path for listening devices and potential power source for clandestine devices.

Understands and can assess construction terminology, procedures, and practices.

Understands and can assess industrial or government security requirements.

Understands and can assess static security techniques and procedures.

Understands and can put into practice the interpretation of blueprints and technical specifications.

Understands and can put into practice construction security surveillance techniques, vehicle search techniques and personnel search techniques.

Understands and can assess security practices/procedures for various levels of security.

Can produce written reports or document activities/processes, investigations/anomalies/deficiencies, incidents, etc.

Understands and can assess methods used to place technical penetrations or unauthorized materials.

Understands technical security devices, systems and other monitoring devices.

Can report suspicious behavior/anomalies through various communication mediums (i.e. reports, emails, face-to-face, etc.).

Has a working knowledge of construction safety.

Through knowledge of Microsoft Word, Excel, and Access

Has experience in warehousing operations.

Can conduct periodic audits of material.

Has experience operating forklifts.

Has expertise in operation Heavy Equipment.

Required Training/Certifications:

CST Certification course (40 hrs.) within the last 5 years.

Must have TS/SCI eligibility.

Education Requirements:

Bachelor's degree plus 4 years of specialized experience (SSM and/or CST leadership preferred)

High School Diploma with 8 years of specialized experience (SSM and/or CST leadership preferred)

Desired Experience/Training:

Demonstrable in-depth knowledge of the ICD-705 and applicable SCIF/SAPF standards, specifically for Chapter 4 projects.

Experience with the German SOFA process.

TSCM Training and equipment familiarization.

Experience managing SSAs at ICD-705 projects in Europe within the last 5 years.

At least 8 years cumulative employment within the security field.

Experience Decertifying Securely shipped containers.

Experience in professional/technical communication through various mediums (i.e. email, memorandums, management reports, etc.).

4 years of recent SSM, SSC, and/or CST Leadership experience.
