Dynamis is seeking an Arms Control Analyst who will support USAFE's arms control mission

and will research, review, analyze policy, programming, and technical issues, comment on

documents, and provide recommendations on policy and operations to include arms control

treaty negotiations, treaty-related implementation, compliance planning, guidance documents,

and Air Force Instructions. The Analyst shall provide expert analytical support services for

arms control support on-site at HQ USAFE Ramstein Air Base, Germany.

Responsibilities:

  • Provides full-time on-site support to Headquarters United States Air Force in Europe

    (HQ USAFE).
  • Support shall include research and analysis of policy and technical issues associated

    with classified U.S. positions on conventional arms control treaty negotiations, treaty-related implementation and compliance planning, preparation of programming and

    budgeting submissions, and liaison between HQ U.S. European Command, HQ USAFE

    and other AF and DoD-wide operational planning and policy making forums.
  • Analyst shall review U.S. classified HQ USAF arms control proposals for the DoD

    Compliance Review Group; AF MAJCOM and unit treaty compliance plans and/or

    instructions; update HQ USAFE-wide training materials; and assist units in preparation

    for on-site inspections.
  • Supports a full range of arms control implementation and compliance activities

    mandated by legally and politically-binding treaties and agreements including, but not

    limited to the Treaty on Conventional Armed Forces in Europe, the Vienna Document,

    the Chemical Weapons Convention, and the Global Exchange of Military Information.
  • Acts as subject matter expert on the implications of the agreements directly and

    indirectly affecting the European Area of Operations.
  • Provides expert technical arms control support in the arms control planning area.
  • Advises leadership at USAFE regarding treaty requirements and obligations and ensures

    deployment of forces are consistent with levied restrictions.
  • Inputs, verifies, and transmits information related to the type, number, and status of

    United States (US) forces in Europe via the Arms Control Enterprise System.
  • Manages military data exchanges required by the aforementioned treaties and

    agreements.
  • Supports on-site inspection and overflight activities required by treaties at locations

    throughout Europe where US forces are stationed.
  • Trains installation personnel to support on-site inspections as well as how to manage

    access to the installation or facilities in a manner that protects sensitive US, NATO, and

    allied programs and information.
  • Assesses and minimizes impact of arms control issues that affect operations and

    supports commander's focus areas of engagement and readiness.
  • Provides backup support to the Counter-Proliferation and Counter-Weapons of Mass

    Destruction missions of the USAFE Arms Control and Counter-Proliferation Branch.
  • Develops requirements to properly resource current and future arms control

    requirements.

Requirements:

  • U.S. Citizenship
  • Active Top Secret Clearance
  • Experience in working arms control implementation and compliance issues
  • Highly desirable: Experience providing support to HQ USAFE in executing its arms

    control responsibilities
  • Ability to work independently and as part of a team
  • Ability to work with subordinate unit and higher headquarters personnel on arms control

    issues
  • Proficiency in Microsoft Office Programs
  • Superb briefing and writing skills
  • Displays a high level of skill in both written and oral communications to include the

    ability to develop comprehensive, detailed and coordinated operations orders and

    instructions and presents sensitive recommendations concerning critical issues.

Preferred:

  • Completion of formal training courses on arms control treaties
  • Air Staff or Major Command Headquarters staff experience
  • Working knowledge of the arms control process within DoD and the organizations that are involved
  • Familiarity with Air Force planning and programming process
  • Working knowledge of the complexities of the USAFE/EUCOM/NATO/European environment
  • Knowledge of Conventional Forces in Europe (CFE), Vienna Document 2011 on Confidence and Security Building Measures (CSBM), Open Skies (OS), Countering Weapons of Mass Destruction, and Chemical Weapons Convention (CWC) treaty texts, issues and policies
  • Knowledge of Air Force counter-proliferation, C-CBRN and CWMD doctrine and policy
  • Knowledge of host country practices and policies as delineated in government-to-government agreements or through the execution of responsibilities necessary to carry out duties
  • Knowledge of Air Force doctrine, policy and programmatic in support of arms control operations, as well as knowledge of specific host country regulations, policy and law as it applies to the implementation of treaties in theater
  • Technical skill in organizing multiple program goals and objectives, developing plans, managing and scheduling work to accomplish the mission
  • Ability to take treaty text and broad-based guidance from multiple sources, applying analytical reasoning and translating guidance into organizational instructions, plans, policies and directives
  • Ability to understand positions, issues, and interpretations based upon host country law, values, and historical interpretation by host nation officials from various nations and cultures for military information exchange, problem resolution, liaison, coordination, and implementation of treaty compliance initiatives
  • Knowledge of automated information systems and the ability to use database systems to generate reports, briefing materials and/or comparable documents
