Position Overview
Woolpert is hiring Range and Training Land Assessment for our Geospatial Information & Training Land Sustainment Services support contract to the United States Army Integrated Training Area Management (ITAM) Program. This is an on-site role working at the U.S. Army Garrison Bavaria - Hohenfels Training Area (HTA) in Hohenfels, Germany.
The Hohenfels Range and Training Land Assessment (RTLA) Analyst will be part of a dynamic fast-paced team supporting the U.S. Army's Sustainable Range Program (SRP) in Europe and Africa. The SRP is the U.S. Army's overall approach for improving the way in which it designs, manages, and uses its ranges and training facilities, with the goal of maximizing capability, availability, and accessibility of ranges and training lands. The SRP GIS mission is to create, analyze, manage, and distribute authoritative standardized spatial information, products, and services for the execution of training strategies and missions on U.S. Army ranges and training lands. The program strives to provide the SRP community, trainers, and soldiers with the ability to leverage the most accurate and complete geospatial datasets through easily accessible and user-friendly products and applications.
The SRP GIS program in Europe is conducted at U.S. Army Europe and Africa Command (USAREUR-AF) Regional Support Centers (RSC), located at Grafenwoehr and Hohenfels, Germany.
The Hohenfels RTLA Analyst is responsible for the direct support of the USAREUR-AF SRP mission and the Training Support Area Europe (TSAE) Regional Training Support Divisions to enable mission readiness, reporting, and ensuring all applicable GIS requirements and data standards are met.

What You Will Do:
As the Hohenfels RTLA Analyst at Woolpert, you will:
Be responsible for developing and maintaining GIS data and services that support Range and Training Land Assessment (RTLA), which provides for the analytical assessment of natural resource data to maximize the capability and sustainability of training lands to support live training and testing activitiesEnsure the capability to create, analyze, manage and distribute authoritative standardized spatial information, products, and services for the execution of training strategies and missions on U.S. Army ranges and training landsDevelop and maintain geospatial information, products, and services that support the five ITAM program components:Training Requirements Integration (TRI)Sustainable Range Awareness (SRA)Range and Training Land Assessment (RTLA)Land Rehabilitation and Maintenance (LRAM)Geographic Information Systems (GIS)Develop and maintain all GIS data in compliance with the SDSFIE, Installation Geospatial Information & Services (IGI&S), and SRP GIS data requirementsCoordinate, develop, update, and maintain information, products, and services that support SRP functions within the USAREUR-AF area of responsibility:Geospatial data and metadata creation, updates, and maintenanceData specifications and source evaluationsData quality and standards compliance validation checksSpatial analysis, GIS data conversion, imagery requirements identification, and image processingDevelop, produce, and distribute cartographic products (hard copy and digital formats)Conduct field data collection surveys, operate Global Navigation Satellite System (GNSS) survey equipment, and utilize other field data collection hardware and softwareDocument training programs and standard operating proceduresProvide technical support for data collection, map production, and use of SRP automated toolsParticipate in military training support and exercise planning eventsSRP program measure tracking, including Installation Status Report (ISR) servicesSRP GIS data and metadata consolidation and reporting to approved repositoriesSRP GIS data reconciliation with the Real Property Inventory (RPI)Leverage and adapt commercial off the shelf (COTS) automated templates, tools, and applications to develop, discover, utilize and distribute SRP productsAssess and survey training land, range, and training facility conditionsDevelop training land maintenance requirementsCoordinate with Host Nation (HN) and U.S. Department of Defense (DoD) stakeholders regarding training land sustainment and military exercise supportDevelop and maintain Sustainable Range Awareness literature and productsPerform RTLA requirements coordination for:
Expeditionary Forward Operating SitesUSAG Ansbach / Oberdachstetten LTAUSAG Bavaria / Grafenwoehr MTAUSAG Bavaria / Hohenfels MTAUSAG BeneluxUSAG ItalyUSAG Rheinland-PfalzUSAG StuttgartUSAG WiesbadenPrepare and conduct RTLA-related technical training and briefings upon request from TSAE or USAREUR-AF SRP personnel, as well as at supported range training and exercise eventsDevelop, maintain, and deliver custom map products in response to requests submitted by USAREUR-AF SRP organization personnel in compliance with applicable U.S. DoD regulations and NATO Standardization Agreements (STANAGs) for cartographic products

Coordinating and briefing U.S. DoD military personnel, Government employees, and international stakeholdersGIS concepts, applications, and standards, including experience with ESRI ArcGIS Pro software and Portal for ArcGIS, including U.S. DoD and NATO GIS and data standardsCartography concepts, terminology, and standards, including U.S. DoD and NATO mapping standardsGeneral knowledge of remote sensing, surveying, and other land assessment techniques, applications, and standardsGeneral knowledge of U.S. DoD data management concepts, terminology, and security standardsGeneral computer skills, i.e. word processor, e-mail, spreadsheets, etc.Experience with the S.
