About the job:
Based in Ulm, Germany you will join the Agency as we embark on a journey to transform our IT services to support NATO's Digital Endeavour. You will join CIS Support Element (CSE) as part of CIS Support Unit (CSU) Brunssum, located in Ulm, DEU, which is responsible to manage, deliver and maintain assigned Communication and Information Systems (CIS) products and services for the Agency's customers during peacetime, crisis and war throughout its assigned AoR and as otherwise directed. As the local service provider for Joint Support Enabling Command (JSEC) Ulm, it supports the NCIA in delivering secure, reliable end-to-end services under the Enterprise Service Delivery Model (ESDM).
We are looking for a driven and enthusiastic Head of CIS Support Element who will take on the following roles and responsibilities:
• Leads daily CIS support, serves as COMSEC Officer, and drives IT Service Continuity, Business Continuity, and Disaster Recovery planning;
• Oversees and coordinates all activities and resources of CSE Ulm, ensuring efficient service delivery and effective team leadership;
• Plans and manages local service delivery, including deployment schedules, resource allocation, and meeting quality targets;
• Manages relationships with customers and oversees service agreements, maintaining high standards of service quality and satisfaction;
• Acts as the principal NCIA representative for CSE Ulm, analyzing service demands and advising on emerging requirements;
• Keeps up to date with industry best practices and new technologies, supporting the development and implementation of service and project management processes;
• Share, report and coordinate demands and requirements and all applicable information with CSU Brunssum as lead for CSE Ulm.

About you:
The valuable knowledge and experience that you bring to this role are:
• Bachelor's degree at a nationally recognised/certified University in a related discipline with 3 years post related experience;
• Or exceptionally, the lack of a degree may be compensated by the candidates particular abilities or experience that is/are of interest to NCIA, that is, at least 10 years extensive and progressive expertise in the duties related to the function of the post.
• Resource Management for IT teams, Service delivery and IT operations;
• Business Intake and Customer Relationship Management;
• Sound practical experience in the design, development, implementation, testing and maintenance of modern communications and information systems services;
• Solid experience applying situational leadership (directing, coaching, supporting or delegating), managing staff and leading teams;
• CIS Security Management training and certification and a working knowledge of Information Security concepts, methods and tools;
• Fluency in English, both written and spoken;
• Able to speak and understand German is an add on.
