**Summary**:
**About the Position**:
This position is located in the DoDEA Europe Office of the Director in Sembach, Germany.

Federal employees in Sembach are currently entitled to receive a 42% Post Allowance (COLA) in addition to the base salary.

**Duties**:

- Manage Europe’s library book inventory for program compliance.
- Administer the Integrated Library Systems for the region.
- Monitor regional information center automated systems/resources for technical issues.
- Coordinate regional information center restructuring with leadership.
- Provide learning opportunities to support staff performance.

**Conditions of employment**:

- This position requires a Tier 1 (T1) investigation with Childcare Checks since its duties require interaction with children and youth under the age of eighteen (18) years of age.
- This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
- You may be required to sign a transportation agreement.
- You will be required to sign a mobility agreement, be available for worldwide placement, and be willing to rotate to any DoDEA location.
- Individuals hired from the Continental United States (CONUS) and their family members (who are US Citizens) are required to obtain Official Passports prior to departure to the overseas area.
- A background check/personnel security clearance is required.

**Minimum Education Requirement**: A Master's degree in the field of **Education** or Library Science** is required for this Instructional Systems Specialist (ISS) position. The course work must have been completed at or accepted by a regionally accredited U.S. college or university.

Preferred consideration given to applicants that have completed coursework in the following content areas**:

- _Learning theory, psychology of learning, educational psychology:_ Study of learning theories as they relate to the systematic design, development, and validation of instructional material.
- _Educational evaluation:_ Study of the techniques for evaluating the effectiveness of instructional/educational programs, including developing written and performance tests and survey instruments, and determining reliability and validity of evaluation instruments.

**Specialized Experience Requirement (5 years)**: Specialized experience include: Assessing the systemic effectiveness of PK-12 information center programs, services, and instructional offerings; coordinating the alignment of information literacy standards to current academic content standards; distributing and troubleshooting access to multiple databases used to create integrated instruction across all content areas; managing an area-wide integrated library automation system; using Integrated Library Systems (ILS) such as Machine Readable Cataloging (MARC) creation, MARC item type and location mapping, Online Public Access Catalog (OPAC) development, technical specifications, and staff training; and managing and coordinating school library collection development projects such as selection, evaluation, acquisition, eBooks, online databases, and technology tools. **This experience must have been in K-12 Library Science.**

**Professional Licensure Requirement**:Applicants must be currently certified or certifiable under the current DoDEA standards in **K-12 Library Information Science or Information Centers.**

**Education**:
**FOREIGN EDUCATION**: Foreign Degrees and Course Work from Non-accredited Institutions. Credits or degrees earned from a foreign college or university must be evaluated prior to acceptance. Three evaluation procedures are acceptable:

- The foreign institution that awarded the degree is on a list endorsed by a regionally accredited university or on a list endorsed by a state department of education for the purpose of teacher certification in that state (this procedure will require an English translation of the transcript and a copy of the document awarding the degree, together with an authenticated list produced by an American university or a state department of education); and
- The work may be evaluated by the graduate division of a regionally accredited university and declared
