**About ECMWF**:
ECMWF is the European Centre for Medium-Range Weather Forecasts. Over the years, ECMWF has also developed a strong partnership with the European Union (EU), and for the past seven years has been an entrusted entity for the implementation and operation of the Climate Change and the Atmosphere Monitoring Services of the EU's Copernicus component of its Space Programme, as well as a contributor to the Copernicus Emergency Management Service. The collaboration does not stop there and includes other areas of work, including High Performance Computing and the development of digital tools that enable ECMWF to extend its provision of data and products covering weather, climate, air quality, fire and flood prediction and monitoring.

ECMWF is a major partner in the implementation of the Destination Earth (DestinE) initiative, together with ESA and EUMETSAT as partners. The objective of the European Commission DestinE initiative is to deploy several highly accurate thematic digital replicas of the Earth, called Digital Twins. The Digital Twins will help monitor and predict environmental change and human impact, in order to develop and test scenarios that would support sustainable development and corresponding European policies for the Green Deal.

ECMWF has recently become a multi-site organisation, with its headquarters based in Reading, UK, a new data centre in Bologna, Italy, and new offices in Bonn, Germany.

**Background**:
Within the Administration Department, the Procurement Section supports the Director of Administration and the Director General of ECMWF in framing priorities and planning and monitoring procurement activities of the entire organisation. ECMWF’s role in the EU-funded programmes (Copernicus and Destination Earth) and expansion across new offices (Bonn, Germany and Bologna, Italy) means that procurement activities are increasing. The procurement team manages procurement processes, part of the contract management and will potentially participate in the grant selection processes in the future. The Procurement Section is led by the head of procurement, includes three Procurement Officers and is part of the Administration Department.

**Role**:
ECMWF is undergoing significant change and this is an exciting time to join the new duty station in Bonn, Germany. Reporting to the head of procurement, this newly created Procurement Officer position will strengthen the team responding to the increased service demands.

The role involves running the full procurement life cycle, including defining the strategy, drawing up scope of works and other relevant documentation, overseeing the evaluation, approval, negotiation and contract signature process, as well as monitoring subsequent contractual performance. Procurement exercises managed range from small value, standard RFQs to large tenders in the tens of millions. The process include managing and being involved in tender evaluation boards.

As part of a small team based in the offices in Reading, UK and Bonn, Germany, the role will suit an experienced procurement professional who is comfortable working in a team setting with a significant degree of autonomy and flexibility. There will be close collaboration with clients and stakeholders across the organisation. Strong communication and stakeholder management skills are essential in this role to build trust and forge strong internal and external relations.
