**Duties**:

- Direct the preparation, analysis, justification and execution of the command operating budget (COB) and related programs that impact directly on the Army’s ability to fulfill treaty requirements to NATO
- Establish overall command policy, procedures, and technical instruction for the development, coordination, and preparation of the command’s planning, programming and budgeting for a multi-appropriation budget.
- Negotiate acquisition cross-servicing agreements (ACSA), inter-service support agreements, memoranda of agreements, memoranda of understanding, etc. with U.S. military, and other external agencies for the command.
- Advise management on significant financial management problems and determines options and solutions to resolve them.
- Convene and direct command-wide meetings such as the program and budget advisory committee (PBAC), Identifying long-term financial trends that may have adverse effects on Army support of other military services or NATO.
- Manage USANATO Army audit readiness program.

- This position requires Financial Management Level 3 certification within 24 months of appointment.
- This position has been designated as “Key” and will not be vacated during a national emergency or mobilization as doing so would seriously impair the capability of the organization to function effectively.
- This position is designated as Non-Combat Essential (NCE) to support expeditionary or contingency requirements in other than combat or combat support situations.
- This position requires the incumbent to obtain and maintain a no-fee passport and associated visa while assigned to a Federal civilian position in an area requiring a passport and associated visa, if authorized.
- This position requires the incumbent to sign an overseas rotation agreement to return from the foreign area in 5 years upon appointment or placement, unless otherwise extended or exempt.
- This position requires you to be able to obtain and maintain a determination of eligibility for a Secret security clearance of access for the duration of employment which includes a background investigation and credit check.
- This position requires a one year probation to assess your ability to perform supervisory duties unless previously completed.
- This position requires Temporary Duty (TDY) or business travel approximately 10% of the time away from your permanent duty station.

**Specialized Experience**:One year of specialized experience which includes: 1) Coordinating resource management functions, including budgeting, travel, management analysis, program support and acquisition agreements; 2) Conducting an evaluation of financial management problems to guide senior leadership in identifying and implementing effective solutions; AND 3) Directing the workload of subordinate team members to ensure organizational priorities are met. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-12).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone-no substitution of education for experience is permitted.

- Direct deposit of pay is required.
- U.S. citizens overseas under ordinarily resident status are not eligible for appointment under the Status of Forces Agreement.
