**BACKGROUND
The Logistics Wing (LW) is responsible for maintaining readiness in support of missions, generating mission capable aircraft and producing flying hours by conducting scheduled and unscheduled maintenance. The Logistics & Resources Management Branch is responsible for the development and overall staffing for LW policies and the coordination on E-3A Component related documentation.
The incumbent serves as the LW Officer of Primary Responsibility (OPR) for hardware and software related issues on all assigned modernization and LW projects, and as System/Service Manager for assigned systems.
**THE ROLE
- Detailed planning and technical assessment of LW related issues of E-3A a/c modernization program, and representing the LW in E-3A a/c, mission simulators, and laboratories related modernization program meetings;
- Planning and managing logistics implementation of new equipment on a/c, mission simulators, laboratories and related ground equipment;
- Developing, reviewing, analyzing, and coordinating modernization contract specifications, statement of works, hardware/software training, maintenance documentation, and industry reports;
- Ensuring timely provisioning of technical analysis and availability of related technical data on the impact of software changes on existing/new hardware;
- As LW Integrated Project Team (IPT) lead responsible for assigned Projects;
- Generating Statements of Need (SON) and Proposed Technical Solutions (PTS);
- Interacting with contractor and sources of repair (SOR) representatives in modernization activities including conflict/deficiency resolution;
- Planning, coordinating, and integrating logístical aspects of continuous engineering and technology insertion;
- Providing expert advice to LW senior management on modernization related issues that have a direct or indirect impact on LW related functions and activities.
- Advising LW management on technical trends, developments, problems, improvements and their maintenance impact;
- Providing technical analysis and related technical data on the impact of software changes on existing/new hardware;
- Assisting in the design, development, modification, maintenance, testing and certification of the E-3A operational and maintenance software programs;
- Identifying IT systems users, consolidating requirements, and service requests;
- Generating Service Level Agreements (SLAs);
- Coordinating, consolidating modernization related IT service requests;
- Reviewing and coordinating technical documentation with regard to maintenance requirements for upcoming software baselines;
- Performing Logistics administration support.
**QUALIFICATIONS AND EXPERIENCE REQUIRED
- Thorough working knowledge of logistics management principals combined with at least 3 years' related, current professional experience in a logistics management related field, especially in the area of project management;
- Thorough experience in the interpretation of technical publications/documentation, the analysis of complex technical problems and in writing technical reports;
- Completed Project Management training (preferable Prince 2);
- University degree in an aeronautical engineering, or other aviation related field, or Higher Secondary education and completed advanced vocational training in an aircraft logistics management related field with at least 4 additional years of post-related, current professional experience;
- Driving license equivalent to European Class B;
- The work, both oral and written, in this post and in this Headquarters as a whole, is conducted mainly in English and sufficient proficiency is therefore essential;
- Working Knowledge of Standard Automatic Data Processing (ADP) programs is required.
**THE FOLLOWING WOULD BE CONSIDERED AS AN ADVANTAGE
- Previous NATO assignment;
- Experience working in an international / military environment;
- At least 3 years’ experience in maintenance on military aircraft;
- Active participation in modernization programs (preferably NATO weapon system related);
- Experience in dealing with software (functionality, structure) used in military a/c mission-related systems;
- Knowledge of software programming techniques or aircraft electronic systems;
- Completed training in technical Quality Assurance;
- Completed Logistics Management Training.
**SUPPORTING DOCUMENTATION
**CONTRACT
Serving civilian members of NATO will be offered a contract in accordance with the NATO Civilian Personnel Regulations. Newly recruited staff will be initially offered a definite duration contract of three years. Thereafter, an indefinite duration contract might be offered.
**SALARY
Salary values indicated in this vacancy notice are based on the Single Salary Spine scale.
