**Hauptaufgaben**:

- Responsible for the expeditious documentation of import and export cargo such as:

- General Cargo
- Personal Property Household Goods and Privately Owned Vehicles
- Military Vehicles
- Hazardous Cargo
- Ammunition (very special training required)
- Containerized Freight

This requires a solid, comprehensive knowledge of the Defense Transportation Regulation System, the DOD MILSTAMP Regulation Vol. I and II and other related or subsequent Army Regulations, SDDC policies and procedures, as well as the appropriate paragraphs in the various port service contracts. Incumbent reviews, corrects and/or challenges Transportation Movement and Control Documents (TCMD DD1384-2). Ensures that the Transportation Account Code (TAC) for payment of the ocean freight is correct. Verifies the special handling, damage and security status codes. Determines the appropriate port service code for payment of every port handling action through the Global Air Transportation Execution System (GATES). Coordination is also maintained with Ship's Agents, Tally Contractors, Port Authorities and Marine Cargo Specialists to be informed of all stages/events of the ship loading/discharge operation in order to control and manage the rapid flow of tally records for the timely onward processing. Documents the container stuffing and stripping for all commodities of cargo. Conducts quality assurance for the correctness of the documentation performed by the tally contractors. Creates documentation for reconciliation of cargo discrepancies.
Coordinates with the 598th Transportation Brigade, the HQ SDDC Centralized Booking Office and the ocean carriers that essential documents for the completion of the Export Traffic Release (ETR) and the final Ocean Cargo Manifest are available, i.e. tentative final Tonnage Report/Load lists as well as dispatch messages from the tally contractor.
Arranges, coordinates and documents the flow of cargo through the Ports of Germany, Scandinavia, Poland and the Baltic States. Prepares customs documents in a timely manner required by the respective Universal Shipping Contract (USC) carrier and/or local customs offices to clear the import/export transport to/from Port of Debarkation/Port of Embarkation. Ensures that the bookings match with the Electronic Transportation Acquisition (ETA) system. Offers cargo in the shippers function in the Integrated Booking System (IBS). This includes the processing and monitoring of the bookings as well as creating reports for vessel load lists.
Researches PAT (Pipeline Asset Tool) in order to obtain LOBs (Lift on Board Messages) after sailing of a vessel. Reconciles/screens the LOBs in order to eliminate errors and discrepancies before calling the final vessel manifest for transmission to the Port of Debarkation. Constantly keeps monitoring the LOBs and initiates the necessary actions for updates in either PAT or GATES if the process is not closed in a certain time frame.
Special attention is required for outgoing/incoming cargo through the Baltic State ports via the Northern Distribution Network (NDN). Monitors the Surface In-Transit Visibility Portal (SITV) for discharge and disposition of each unit. Reviews, checks and builds Transportation Control Numbers (TCN) in GATES according to IBS and the respective SDDC Transportation Battalion at South West Asia (SWA). Is in close contact with 598th Transportation Brigade, Quality Assurance Team concerning all information provided by Northern Distribution Network carriers, for the unit to discharge and disposition cargo in GATES in a timely manner.
Ensures the timeliness of outgoing vessel manifests and messages in accordance with SDDC, the USC and DTS/MILSTAMP Regulations. Initiates or prepares final manifests, manifest supplements/deletions or adjustments in the event that errors are detected after the fact. Calling of vessel manifests in GATES initiates the payment process to the USC carriers thus accuracy is very important. Manages and controls import manifest data in GATES. Transmits and receives manifests and documentation for cargo transported and coordinates with SDDC to overcome documentation shortfalls. Prepares hotlists for missing manifest data and/or other discrepancies such as missing dollar values for shipments to the Kosovo etc. by contacting overseas port activities and ship's agents to obtain necessary data.
Operates from the console of the GATES system to order all necessary cargo documentation. Responsible for the timely delivery of hard copy manifests, and discharge tally lists, hazardous lists, TCMD's, and Customs Forms to Port Autho
