Traditional and Catholic Liturgical Music Director

**1.1 Description of Services/Introduction**:This is a non-personal services PWS to provide Catholic and Traditional Protestant Musician Services in support of the USAG Wiesbaden Command Master Religious Plan. The Musician shall perform to the standards in this PWS. The Government will not exercise any supervision or control over the contract service providers performing the services herein.

**1.1.1 Special Qualifications**:
1.1.1.1 The Contractor shall possess technical musical ability enabling Contractor to proficiently play printed piano music by sight.
1.1.1.2 The Contractor shall have experience playing for Catholic and Protestant religious services to support a congregation.
1.1.1.3 The Contractor shall have a minimum of two (2) years of experience accompanying a choir worship service by piano.
1.1.1.4 The Contractor shall be able to communicate effectively in English for coordination with the Government Senior Chaplain or the Chaplain of the Congregation, and the Choir/Praise Team Leader to enable completion of the administrative tasks required of a musician during the worship service or praise team or choir rehearsal.

**1.2 Background**:The Chaplain’s program mission is to provide religious service elements to include worship services for Soldiers and their family members, civilians, and other authorized personnel. Worship services fall under the responsibility of the Garrison Chaplain. The Musician shall work within the pluralistic military chapel environment, in cooperation with other congregational leaders to meet the needs of the congregation.

**1.3 Scope**:The Musician shall provide Catholic and Traditional Protestant Musician services during the designated worship services. The Musician shall play piano, sing, and simultaneously lead congregational worship in Catholic and Traditional Protestant style song. The Musician shall utilize volunteer musicians and singers to enhance the worship experience. The Musician shall select songs in conjunction with themes from the Chaplains who lead the worship service. The Musician shall lead weekly rehearsal. The Musician shall conduct services in English. The Chaplain designee will make the final decision as to the appropriateness of all music within the worship services. The Musician shall provide all personnel, transportation and other items necessary to perform services as described in the PWS and associated contract documents, except for those items specified in Part 3 of this PWS. The Musician shall perform to the standards and acceptable quality levels identified in this PWS and associated contract documents.

**1.4 Objectives**:To provide music to enhance worship services, lead weekly rehearsal, and enhance the worship experience of participants.

**1.5 Musician Support Hours**:The Musician shall provide services between the hours of 0900 and 1100 and other times as required IAW this PWS. The Musician shall at all times maintain an adequate workforce for the uninterrupted performance of all tasks defined within this PWS when the Government facility is not closed for the above reasons.

**1.5.1 Place of Performance**:The services to be performed under this PWS shall be performed primarily at Hainerberg Chapel and Clay Chapel with the possibility for performance in and around USAG Wiesbaden, both on and off post. This would only occur to enhance community relations and no more than once a year.

**2.1 Basic Services**:The Musician shall provide musician services to play piano, sing, and simultaneously lead congregational worship in Gospel and Contemporary style song in support of military religious and worship activities. The Musician shall provide below listed support to the Religious Support Office (RSO), Chaplains, and Religious Affairs Specialists for the Department of the Army (DA). The Musician shall facilitate the communal, public worship, life enhancing full and active participation of the assembly or congregation through provision of musical environment for a contemporary worship service, in collaboration with Military Chaplain, Chaplain Staff, Religious Affairs Specialists, and Civilian workforce. Chapel Worship Services provide and ensure the free exercise of religion for Soldiers, their family members, Department of Defense Civilians, and other authorized personnel in the military community. Music is a crucial part of the worship element and plays an important role in enhancing the worship experience of participants.

**2.2. Scope of Work**:The Musician shall provide musician services for those services for which no Unit Ministry Team (UMT) members (Chaplains and Religious Affairs Specialists), RSO Department of the Army (DA) Civilians and volunteers can provide. The contract cannot duplicate duties required or provided by these entities, as contracted services are an exception to policy.
