Program Security Officer

**DESCRIPTION**:
Project Kuiper is an initiative to increase global broadband access through a constellation of 3,236 satellites in low Earth orbit (LEO). Its mission is to bring fast, affordable broadband to unserved and underserved communities around the world. Project Kuiper will help close the digital divide by delivering fast, affordable broadband to a wide range of customers, including consumers, businesses, government agencies, and other organizations operating in places without reliable connectivity. As a Program Security Specialist (LER) supporting Germany and the EU, you will help oversee the the Law Enforcement Response and Intercept (LER-I) program. You will drive security and compliance requirements related to LER-I in Germany specifically and support regional management for the EU for the same program. You must obsess over internal and external customers and successfully deliver support and services which meet regulatory guidelines and enable our business to respond with speed, and at scale. You must be autonomous, move fast, manage security relevant projects from start to finish, continuously triage and prioritize work for yourself and others, communicate clearly and compellingly, and deliver exceptional products. While you will support Europe from a regional perspective, you will be one of two primary point of contact for the Lawful Intercept program in Germany.

You must be domiciled in Germany, for this role.

Due to its involvement in criminal and intelligence investigations, the incumbent may be exposed to sensitive and disturbing information.

Key job responsibilities
- The LER-I program will ensure lawful provision of data that meets security standards, addresses privacy considerations, and follows both Kuiper business and Amazon-wide LER strategy, for every request. As a foundational member of the Kuiper LER-I team, you will help design and build the operational and functional components of this program. You will ensure a long-term view, balanced with rapid execution, as the team establishes appropriate tooling, security practices, and decisioning capabilities.
- Ensure security concerns are addressed across all aspects of this program including personnel, physical, operational, technical development, and information handling.
- Be an expert on LER and Intercept regulations in Germany and across the EU. Hands on management of incoming request for information from a wide variety of law enforcement agencies.
- Proactively identify program and physical security initiatives, requirements, and issues, and present sound solutions to successfully sustain and enhance the security program.
- Develop and strengthen relationships with internal and external partners to heighten security awareness and engagement.

A day in the life
As a Kuiper Program Security Specialist you will manage the intake, data sourcing and legal assurance activities to support Law Enforcement Requests including Lawful Intercept. You will be responsible for decisioning high judgement requests for all levels and sectors of law enforcement. You will support direct engagement with Regulators as needed for licensure, ongoing inquiries and investigations, and any audits that may be requested. Your role will drive build out of LER capabilities for new Kuiper legal entities, countries, and jurisdictions in support of the Kuiper business strategy and expansion priorities.

About the team
The Law Enforcement Response-Lawful Intercept Team (LER-I) is responsible for responding to lawful requests for the production of customer records and information to law enforcement, public safety, national security and intelligence agencies. Headquartered in the United States with teams based globally, the team is responsible also for 24/7 emergency request response.

**BASIC QUALIFICATIONS**:

- Security, law enforcement or national security industry experience responsible for managing complex compliance requirements
- Prior experience with making and/or responding to law enforcement requests
- Prior experience managing Lawful Intercept requests
- Must be fluent in German and English
- Must be domiciled in Germany.
- Must be willing and able to obtain security clearance in Germany.

**PREFERRED QUALIFICATIONS**:

- Excellent ability to build strong relationships with internal and external clients and customers
- Regional (EU) security compliance management experience
- Additional language proficiency preferred
