Project Lead

Tyto Athene is searching for a Project Lead to support a complex, multi-year contract to provide streamlined delivery of IT solutions to the warfighter at shore installations in USEUCOM's Area of Responsibility (AOR). The scope of this program covers the entire spectrum of activities associated with the full lifecycle of delivery and support of USEUCOM C4ISR, IT, and Electronic Security System (ESS) systems. The Project Lead reports directly to the Program Manager and is responsible for the quality and timely delivery of all project requirements including engineering, design, procurement, fabrication, configuration, integration, installation, logistics, maintenance, and life cycle support solutions. Projects areas may include Inside/Outside Plant (ISP/OSP) Infrastructure, Active Infrastructure (AI), Desktop Automated Information Systems (AIS), Audio-Visual (AV), Command Centers and Other Smart Facilities, Space Planning, Data Center, Cloud Computing, Knowledge Management (KM), Command/Control (C2), Unified Communications (UC), Intrusion Detection Systems (IDS), Access Control Systems (ACS), Video Surveillance Systems (VSS) / Closed Circuit Television (CCTV), Physical Security Information Management Systems (PSIMS), and/or Mass Notification Systems (MNS) and Public Address (PA) Systems.

**Responsibilities**:

- Manages the quality and timely delivery of all project activities.
- Coordinates collaborative efforts between members of a cross-functional team to include Architects, Engineers, Cybersecurity, Quality Assurance, Configuration Mgmt, and Logistics
- Coordinates survey efforts, migration strategy meetings
- Coordinates schedule updates and delivery of all Contract Deliverables (CDRLs)
- Works and collaborates closely with customer project leads to clearly translate requirements into formal project plans and schedules to meet customer objectives.
- Oversees the development of proposed solutions.
- Performs as the project lead in initiating, planning, controlling, executing, and closing tasks of a project or a segment of a project to produce an acceptable solution.
- Analyzes new and complex project-related problems and creates innovative solutions for customer's requirements.
- Develops detailed work plans, schedules, project estimates, resource plans, and status reports.
- Identifies, tracks, mitigates, escalates, and reports project Risks to leadership and the customer.
- Maintains quality service by establishing and enforcing program and organizational standards.
- Contributes to team effort by assisting team members with accomplishing milestone deliverables.

**Qualifications**:

- Minimum of an Active DOD Secret Clearance required.
- A bachelor's degree in electrical/ Electronic/ Computer Engineering, Physics, Computer Science, Mathematics, Information Systems, or Management
- Ten (10) years of direct work experience with related C4ISR systems
- Eight (8) years of direct work experience in Design, Development, Production, Installation, and Test & Evaluation of C4ISR Systems
- Four (4) years of experience as a manager of C4ISR technology projects involving the design, procurement, logistics, integration, and installation of C4ISR systems.
- Recent experience with repair, maintenance, configuration management, and documentation of physical access control, mass notification, early warning, and electronic security systems
- Experience of substantial managerial contribution for two highly complex projects within the last two years; substantial managerial contribution includes supervision of others performing on the project.
- Project experience involving the integration of manned and unmanned surveillance systems.
- Experience with DoD drawing standards and practices with respect to C4ISR projects
- Four (4) years of experience supervising Project Personnel, scheduling work, writing proposals, and preparing bids, and equipment and material logistics control.
- Knowledge of Federal Acquisition Regulation (FAR) and DoD procurement policies and procedures as documented by successful completion of a DAWIA level I course within the last three years.
- Project Management Institute (PMI) Project Management Professional or DoD equivalent (e.g., DAWIA Level III) certification
- Professional attitude with the ability to interact with executives and customers at all levels.
- Excellent verbal and written communications skills
- Skilled in the use of Microsoft Project to create and modify large complex project schedules including management of critical path and resource loading.

**Education and Experience Substitution**:

- Substitute for ten (10) years of experience is a Project Management Professional (PMP) certification AND five (5) years of the basic and relevant project management experience cited above.
- Associate degree in electrical/Electronic Engineering Technology/Computer Science Technology/Information Systems Technology plus an additional two (2) years' experience for a total of twelve (12) years of
