**Duties**:

- Majority of assignments are performed independently with technical assistance from the CYS Coordinator when required.
- Serves as a member of the Installation Child and Youth Evaluation Team to ensure compliance with health, fire, safety, facility and program regulatory requirements and CYS baseline standards.
- Recruits and hires qualified personnel utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards.
- Develops program budget and provides to CYS Coordinator for CYS budget. Manages program to budget. Conducts written analyses of budget variances.
- Establishes and maintains an active program of parental involvement, providing parent education opportunities and encouraging parent observation and participation.

- 1.12 months of professional experience in managing a child or youth facility is required. This experience must be equivalent in difficulty and complexity to the next lower level to include the following:

- 2. Demonstrated experience in managing an entire cycle of operation of a CYS facility to include budgeting, facility management, supply management, program development, implementation, selection, training and supervision of personnel and curriculum oversight.
- 3. The ability to plan and organize work, analyze problems to identify significant factors, gather pertinent data and recognize solutions.
- 4. Comprehensive oral and communications skills and analytical writing skills.
- 5. Ability to present ideas and proposals to a variety of audiences.**Highly Preferred**:

- Experience in working budget and financials for a Youth Program.
- Experience in working with BGCA & 4-H programs related to the Youth Program (ie., Youth of the Year, Keystone, Grant Writing, 4-H Cooking Club, etc.)
- Possess a masters degree or bachelor degree which included substantial coursework directly related to children or youth (i.e., Childhood development, early/elementary/secondary education, health/nutrition for children, child/adolescent psychology, etc.), OR At least 36 months of experience as a Youth Program Director.
- Possess the Basic Management Course certification.

**Pay-Band (NF or CY) Allowances and Differentials**
- This is a pay-banded position.
- Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday).
