**Duties**:
As a member of the U.S. Consulate General (CG) in Frankfurt Human Resources (HR) team, this position is responsible for specific personnel functions performed at Mission Germany. The position directly supports CG Frankfurt and CG Düsseldorf with back-up support to three more consulates and Embassy Berlin - more than 700 Locally Employed (LE) Staff positions. Serves as Post Classification Advisor (PCA), providing guidance to supervisors in developing new/revising existing positions and submitting the complete package to the Regional Classification Center (RCC). Also responsible for recruitment and onboarding of employees, and educating employees about Merit Based Compensation and the performance management cycle. Other duties include management of the Foreign National Internship Program; assistance with Official Residence staffing; preparation of all types of personnel actions; placement and promotion of local employees; resignations and disciplinary actions; and preparing staffing patterns. Maintains personnel records and files and prepares periodic and non-recurring reports.

EXPERIENCE:
- Minimum three (3) years of progressively responsible experience in human resources or administrative field is required.
JOB KNOWLEDGE:
**Pre-hire**:
- Knowledge of general office management practices and procedures is required.
- Good working knowledge of local labor and social security laws as well as recruitment prevailing practices and customs is required.
**Post-hire**:
- Knowledge of job evaluation, concepts and principles is required.
- Must have knowledge of Human Resources practices, performance management, etc.
- Education Requirements:
Mandatory:
- Completion of two (2) years of general college studies is required.
- Evaluations:
LANGUAGE: Mandatory:
- English Level IV (fluent) : written/spoken, including ability to translate.
- German Level IV (fluent) : written/spoken, including ability to translate.
This may be tested.
SKILLS AND ABILITIES:
**Pre-hire**:
- Good working knowledge of Microsoft Office (Word, Excel, Power point, Outlook, and Internet) is required.
Must have understanding of mathematical formulas for preparing statistical reports on various elements of data analysis.
Must have strong writing skills to produce and update complex reports, spreadsheets, and correspondence.
Must have excellent customer service and communication skills to manage in-person and telephone contacts.
Must be organized, diligent and able to work under pressure. Good interpersonal relationships are required.
**Post-hire**:
- The full performance level of this position is also expected to have skills in using proprietary software directly related to their job duties such as MClass, Overseas Personnel System (OPS), Electronic Recruitment Application (ERA), GoMBC, etc.
