**OPPORTUNITY**
Luminate is seeking an experienced senior level manager who will be responsible for the implementation of policy strategy in the European Union as the Policy Lead. We have developed a strategic initiative that consolidates Luminate’s global work to tackle digital threats to democracy covering both grant making and operational initiatives and building partnerships with other funders to achieve greater impact against shared goals. This is made up of four teams: a policy team (Reset), campaigning & media team, litigation team and an ecosystem & partnerships team.
Our strategic initiative on digital threats to democracy was set up to create a healthier democracy by strengthening the integrity of digital media markets that shape the public sphere, popular opinion formation, and voting behaviour. We seek to do this via an integrated strategy that combines policy & advocacy, strategic litigation, and public campaigning.
We believe that changing digital media markets at the global level will require multi-national policy change. We do this work by developing and promoting new ideas to change public policy, industry standards, and consumer attitudes. We engage in advocacy with governments; we support public campaigns to raise awareness; and we support research and technology to shed light on the problem and point to solutions.
In a time of crisis for democracy around the world, a rising tide of healthier digital media floats all boats. Lifting the quality of the public debate and restoring a baseline of shared facts and civic conversation make effective solutions more likely for every major challenge we face, from climate change to racial justice to economic inequality and public health.
**TEAM**
As a member of the Reset team, the Policy Lead will coordinate as required with our campaign and litigation teams. The position reports to the Director of Reset. The position will be based in Berlin, Germany.
**RESPONSIBILITIES**
- Policy & Politics:_ The Policy Lead will be responsible for leading our political and policy advocacy strategies in the EU. The Policy Lead will be expected to maintain expert level knowledge of all legislative and regulatory activities in the EU government as well as key member states. The Policy Lead will be responsible for implementing the policy advocacy work in the EU in coordination with the Director of Reset. This will include working with media as well as participating in (and/or helping to form) coalitions of like-minded organizations in coordination with our campaign team. The position also oversees the integration of all inputs from enabled or sponsored research and data collection projects into the policy advocacy strategy.
The position will manage direct report contractors in multiple countries working in lobbying and research. This work will include directly coordinating with our principal advocacy partners before the EU institutions. The capacity for maintaining day-to-day engagement with the EU government via our partners in Brussels will enable the Policy Lead to be more deeply engaged with member state level politics and policy. This will include oversight of our ongoing work in Germany and France as well as entrepreneurial projects on an as-needed basis across the region.
- Grants & Contracts:_ The Policy Lead will be responsible for overseeing and supporting all of the EU-based grantees and contractors. This work will involve sourcing new grantees, due diligence and evaluation, as well as ongoing engagement and cooperation. The goal of this work will be to develop and help resource a network of partner organizations that advance Reset’s mission and grow civic/research/advocacy capacity in the EU for platform accountability. This work will be done in coordination with the broader teams.
**SKILLS AND EXPERIENCE**
- Recognized expert in the field of technology policy and counter-disinformation;
- Track record of success in leadership positions managing and directing operations involving policy, politics or government relations;
- Substantial experience working in public policy arena and a track record of competence and facility with public policy analysis, advocacy, and political strategy;
- Demonstrated ability to work within a high performance team with a high intensity workflow;
- Finds professional fulfillment in solving complex organizational and operational challenges;
- Demonstrated experience in EU politics and government;
- Exceptional communications and people skills (speaking and listening) in small groups;
