This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within Germany.ANDEXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben Works for the Theater Movements Center as a team member within 21 TSC Theater Movements Center (TMC) In-Transit Security (ITS) Section; responsible for planning and implementing ITS measures for sensitive and special cargo; Arms, Ammunition, and Explosives (AA&E) within the USEUCOM Theater of Operation. Coordinates with Host Nation security agencies, civilian police, military police, foreign governmental police and security agencies within the 21st Theater Support Command, Area of Responsibility (AOR), in order to support security efforts of transiting forces and equipment.Assists Senior Security Specialist in G3 Protect in formulating security plans and affects required coordination with U.S., Host Nation, and foreign government security agencies. Implements security plans by producing operation orders (OPORDS) and task orders (TASKORDS) issued by the Command in support of a variety of security related events and missions. Coordinates with SPO Host Nation Support office on Acquisition and Cross-Servicing Agreements (ACSA) when required to support the Command's mission as well as the Command Contracting Officer providing Statements of Work (SOW) related to security, validates invoices received from the host nation for security support provided. Coordinates with the G8 to ensure foreign governments are reimbursed for services provided.Serves as point of contact between the Theater Movements Center, G3 Protect and German law enforcement authorities for planning, coordination and execution of security requirements for special events and gatherings attended by the Command. Establishes and maintains contacts with NATO and Non NATO local, state and federal civilian and military agencies in order to develop and improve relationships supporting the Command's ITS security program. As directed by the G3 and SPO, exchanges information on security and command related requirements, goals, and plans of mutual interest and concern with host nation authorities. Maintains personal contact with appropriate German officials during conferences and meetings in order to properly convey the Command's interest and intent. Keeps updated on developments and changes in German law, regulations and crime prevention efforts affecting U.S. and German relations and law enforcement operations.Assist in reviewing, analyzing, and updating the Theater Transportation Security Program to reflect current doctrine. Keeps current on DoD, DA, ECUOM and USAREUR Physical and In-Transit Security regulations, policies, messages and orders ensuring a viable and executable Theater ITS program that is fully capable of supporting USEUCOM theater obligations.. Incumbent attends planning meetings and represents TMC In-Transit Securiyt daily in the Theater Movements Board (TMB). Works closely with other team members to identify security requirements in support of all 21 TSC land, rail, sea and inland water way movements. Works in concert with other members of G3 Protect staff to develop, refine, and implement training standards in support of ITS efforts and Soldiers tasked with armed and unarmed escort duties. Incumbent coordinates with tasked units to assist them in planning, preparing, and coordinating every aspect of their security related tasks when supporting ITS operations.As directed coordinates with German local state, and federal security agencies on highly sensitive security matters, political demonstrations, blockades of US installations, bomb threats or any other security concerns that have the potential to affect the Command's operations. Assists in the development of regional response plans requiring coordination and support by German State law enforcement and security agencies, or requiring US support of German state law enforcement or security agency plans.Remains proficient in career field by keeping abreast of U.S., Host Nation, NATO, and European Union laws, policies, regulations, directives, and/or procedures that affect ITS operations. Keeps G3 and SPO fully informed of any Host Nation laws, Policies, or restrictions that potentially adversely affects ITS movement planning and support. Is fully versed in the field of transportation security in the 21st TSC Command AOR. Incumbent fully integrates with Theater Movement Center In-Transit Security team and works closely with other 21 TSC staff members in determining, prioritizing, and supporting all aspects of the movement process.Is expected to remain a subject matter expert (SME) in the area of physical security requirements that support in-transit security within the 21st TSC Command AOR. Provides advice on ITS, Physical Security, Force Protection and Law Enforcement issues affecting the command.Performs other duties as assigned.
