Flugdienstberater/In Wiesbaden , Germany Ausschreibungsbereich WHO MAY APPLY:Current INTERNAL Local National Employees throughout Germany. This covers all current Local National employees of the U.S. Forces in Germany, including U.S. Air Force and AAFES-Europe within GermanyandEXTERNAL Local National Applicants, who reside in Germany. Hauptaufgaben As a senior flight advisor employed on category II airfields (e.g. Mannheim-Coleman Barracks, Giebelstadt, Wiesbaden, Grafenwoehr)performs work relative to processing data concerning safe airfield operation, air traffic movement and performing other duties requiring equivalent knowledge and skills. Provides pilot briefings and assists pilots with flight planning based on knowledge of DOD, USAREUR, and host nation aeronautical rules and regulations, airway routes and clearance requirements, structures, air traffic procedures, weather, and navigational aids. Based on this knowledge, incumbent must determine which regulation (DOD, USAREUR, FAA, GAFO, ICAO) is most stringent, and apply it. Checks proposed flight plans submitted by pilots for completeness of prescribed entries, and requests completion or correction to meet requirements set forth in DOD, DA, USAREUR, FAA, GAFO and ICAO regulations. Transmits all flight plans, flight plan updates, amendments, actual departure times, and arrival times to the Army Flight Operations Detachment (AFOD). Provides airfield advisory and flight following services to include airfield conditions and current weather observation before and during flight to aircraft when the air traffic control tower is closed. Posts, maintains, updates and disseminates a variety of flight planning material including charts, maps, DOD flight information publications, FAA handbooks, host-nation publications, hazard maps, NOTAM|s and other publications required for flight planning and operations. Maintains operating instructions, quick reaction checklists, logs, and similar papers to document the local flying activities.1. Air Traffic Assistant Duties a. Flight Data Processing. Receives, reviews, and processes a variety of flight plans filed under Visual Flight Rules (VFR) and Instrument Flight Rules (IFR). Assists pilots in planning the route of flight, obtaining clearances through foreign airspace, and obtaining block times to depart through controlled airspace. Reviews proposed flight plans submitted by pilots, insures that information on altitudes, airspeed, fuel requirements, time enroute, arrival time at destination, and other required information conform to DOD, DA, FAA, GAFO and ICAO regulations. Insures compliance with diplomatic clearances for international flights. Coordinates with host nation or fellow NATO nation|s airfield base operations to make changes or update flight plan data. Insures compliance with customs procedures and that customs documents are attached to the flight plan when necessary. Relays flight plan information, receives flight data for inbound flights and relays all aircraft actual departure and arrival times to AFOD. Completes and maintains reports and records on flight operations activities. Determines need for and initiates overdue aircraft procedures. Examines flight plan to determine need for special handling of aircraft arriving or departing. Coordinates special handling requirements such as servicing, very important person (VIP) handling, or hazardous cargo handling. Coordinates parking spot for transient aircraft with the Tower. Coordinates refuel requests with the aircraft refueling section. Maintains refuel request log. Briefs pilots on the correct routes and altitudes to fly ensuring noise abatement procedures, Local Flying Rules, as well as Airfield Standing Operating Procedures, are observed.b. Flight Advisory and Flight Following Service. Monitors air traffic control frequencies and provides flight advisory service, current weather observations, weather warnings and flight following service when Tower is closed. Provides advisory service to aircraft in flight transmitting via radio requested technical flight information including, but not limited to: wind speed and direction, weather conditions, altimeter settings, runway in use, other flight traffic in the area, and local advisories. Provides flight following service to aircraft in the local area tracking progress of flight, point of origin, destination, position, altitude, number of personnel on board, and fuel on board. Receives and initiates action on incoming reports of aircraft in distress. Initiates overdue aircraft procedures when the aircraft being followed is late reporting or arriving. Advises aircraft of alternate airfields in case of severe weather or other airfield route emergencies, initiates flight plan change, and reports the change to AFOD.c. Emergency Procedures. Activates the Primary Crash Alarm System (PCAS) when notification of a crash, emergency, or simulated emergency is received by Airfield Operations. Activates the Secondary Crash Alarm System (SCAS) and decides what level the secondary alarm is activated to by telephonically contacting agencies on the roster. Control, direct, coordinate, and dispatch personnel, aircraft, and equipment to the crash scene until relieved by command personnel. Operate Airfield Operations as the control center for the post-accident activities. Monitor requests from the crash scene for special or additional assistance. Determines when an aircraft is overdue and implements Search and Rescue (SAR) procedures. Reports overdue aircraft to AFOD. Initiates communication and ramp searches for overdue aircraft. Provides assistance to AFOD as requested. Initiates the fuel spill plan in the event of a fuel spill on the airfield. Notifies tenant units and air traffic control in the event of a severe weather warning or advisory.d. Notices to Airmen (NOTAM). Recognizes conditions requiring a NOTAM or local advisory. Determines requirement for NOTAM. Prepares and issues NOTAM to AFOD. Receives NOTAMs from AFOD and reviews for accuracy. Maintains NOTAM log. Assists pilots during flight planning by providing access to NOTAMs by accessing the NOTAM Internet website or by telephonic request to AFOD. Publishes local advisories not requiring a NOTAM and disseminates advisories to tenant aviation unit operations cells. Posts local advisories in the flight planning room and the operations counter. Advises air traffic control tower and all aircrews of all NOTAMs and local advisories.e. Airfield Inspections. Utilizes military vehicle to perform daily inspection of the airfield to ensure all lighting systems, windcones, markings, navigational equipment and signs, are serviceable, and that runways, taxiways, and parking aprons are in good condition and free of foreign objects. Determines that all required obstruction lights are illuminated. Report any new obstructions to flight area. Submits work orders for any discrepancies found during the airfield inspection, submits NOTAM as required, and reports results of inspection to supervisor. Evaluates runway and reports results to AFOD, and enters results in airfield log.f. Administrative. Conducts or receives shift briefing. Maintains the Airfield Log documenting at minimum, shift changes, openings and closings, personnel working on the airfield (grass cutters, etc); issue, revision, and cancellation of NOTAMs; airfield inspections; runway conditions, in-flight and ground emergencies. This also includes active runway changes, weather warnings and advisories, closure of runways, taxiways, or aprons, NAVAID and lighting outages. Compiles, converts and coordinates aircraft utilization/flight plan information to the AFOD daily for forwarding to the German Ministry of Defense. Publishes weekend proposed flight and actual flight memoranda. Collects, processes and records data for monthly traffic count and compiles data for the annual traffic count. Receives noise complaints, obtains pertinent information, completes noise complaint worksheet, remains courteous and objective under verbal pressure, and forwards worksheet to supervisor.g. Communication/automation. Communicates using Defense Switch Network (DSN), Deutsche Telekom, direct line (AFOD), FSC-92 ATC console, hot-loop (crash line) telephones. Operates UHF/VHF and FM air-to-ground/ground-to-ground communications equipment. Operates facsimile machine. Transmits and receives radio messages using hand-held radios and air traffic control console radios while using proper military radio-telephone procedures and the military phonetic alphabet. Operates building intercom system. Accesses, downloads, and prints information from the Internet. Sends, receives, and prints E-mail communications. Prepares reports, correspondence, and other documents using appropriate programs. Maintains an Internet web-site (airfield home page), updates aeronautical information on a daily basis.7. Other Airfield Support Duties a. Landing Requests. Receives, processes, and coordinates landing requests for transient aircraft. Determines the approval authority, customs requirements, special handling requirements, and notification process. Insures receipt of required documents or verifies Civil Aircraft Landing Permit for civilian aircraft. Forwards civil landing requests to appropriate authority for approval. Forwards landing requests for other than regularly scheduled operating times to the proper authority for approval. Generates and processes Notice to Airmen and coordinates weather and air traffic control support for arrivals and departures at other than regularly scheduled operating hours. Notifies higher headquarters of scheduled VIP arrivals or departures. Assigns control number for each landing request approval and maintains landing request log.b. Flight Publications (FLIP). Orders FLIP and aeronautical charts for tenant aviation units according to established distribution procedures. Processes special orders of publications not on the subscription listing. Reviews local airfield data in each new FLIP edition for accuracy and consistency determines necessary changes to be included in the next edition. Prepares and coordinates FLIP subscription changes with tenant units. Acquires, maintains, updates and provides host-nation publications for flight planning use. Provides flight publications for the flight planning room in Airfield Operations.c. Helicopter Flight Coordination Area (HFCA). Processes requests to use the Helicopter Training Area. Has authority to schedule aircraft in a means that provides maximum deconfliction. Determines whether the pilot has the current hazards map update number. Determines whether the pilot of a non-tenant aircraft has a valid noise abatement briefing.Performs other duties as assigned.
