Job Title: Financial Services Specialist

Job Summary:
We are seeking a highly skilled Financial Services Specialist to join our team at Park Lane Recruitment. The successful candidate will be responsible for providing financial management services to our clients, including accounting, travel coordination, and financial reporting.

Key Responsibilities:

  • Assist in the day-to-day control of execution of NSB travel budgets delegated to supporting Joint Force Command (JFC)
  • Liaise with JFC Travel Office in working level matters related to NSB personnel travels
  • Process all NSB travel requests in the NATO Automated Finance System (FINS - Oracle Financial based ERP system)
  • Submit NATO Travel Order (NTO) amendments
  • Generate, stamp, sign, and send NATO Travel Orders (NTO) to relevant individuals
  • Collect required signatures on NTO
  • Send flight itineraries to respective individuals and relevant points of contact (POCs) of the HQ, M&SCOY, and to 6 different DCMs (ie detachments of NSB), allocated in four different nations
  • Receive, verify, and submit in FINS Travel Expense Claims with supporting documentation
  • Assist in the resolution of travel claims queries and inquiries
  • Collect and submit FINS User Registration Forms as required
  • Maintain all travel files and related documentation
  • Assist the Section Head in the recording of commitments, payments, collection of sum due, record keeping, reporting, and administration of advance accounts
  • Process applications for commitment of funds under Direction & Guidance (D&G) of the Section Head, including drafting and processing of Purchase Requests
  • Coordinate routine processing of commitments, payments, and collections of outstanding reimbursable expenditures under the D&G of the Section Head
  • Assist the Section Head in maintaining all financial files in accordance with the NFRs, FRPs, and NATO policies on the Retention and Disposition of NATO Information
  • Assist in administrative tasks for the day-to-day operation and management of the Section
  • Perform additional tasks concerning the activities of the Section, if required by the Section Head


Requirements:

  • The candidate must have a currently active NATO SECRET security clearance


Language:

  • English: Listening, speaking, reading, and writing shall be at a NATO level of English 3322. The services are to be provided in English


Knowledge & Qualifications:

The individual providing the services must possess the technical knowledge, skills, and experience required to successfully perform the duties of the post.

Essential Qualifications:

  • Successful completion of a recognized automated financial management system courses (Oracle Financials, SAP, etc.)
  • Secondary education and basic training in finance, accounting, business administration, economics, public administration, or related discipline for specific task-related skills, with 2 years' experience


Professional/Experience:

  • Familiarity with the principles of electronic financial management and computerized accounting systems, minimum 2 years
  • Ability to deal authoritatively and diplomatically with a wide variety of people and issues, proved upon a minimum 2 years of professional experience in financial-related duties
  • Previous experience in accounts receivables of minimum 1 year
  • Previous experience in booking and coordination organisational/business travel of minimum 2 years


Education:

  • Secondary education and basic training in finance, accounting, business administration, economics, public administration, or related discipline for specific task-related skills, with 2 years of experience


Desirable Qualifications:

  • Background in NATO Command Structure and familiarization with NATO Financial Management processes
  • Experience with NATO Automated Financial System (FinS) and/or Oracle Financials


Travel:
Occasional business travel may be required. Travel expenses to be reimbursed to the individual directly (in addition to the hourly rate) under NATO rules.
