At M.C. Dean, we are seeking a highly skilled Communication Project Leader 2 to join our team. This is a unique opportunity to lead pre-construction cost estimating, survey, design, construction, and commissioning teams in an IDIQ environment.
Key Responsibilities:- Manage multiple Task Orders worth $500K to $10M, with an engineering and management staff of 20-30 personnel, specialty trade partners, and oversee construction activities.
- Lead design-build Task Orders that include electrical, normal and emergency power, electronic security systems, CCTV, access control, A/V, telecommunications, ISP/OSP, wireless, and other technology applications, ensuring design efficiency and contractual compliance.
- Schedule projects in logical steps to budget enough time required to meet deadlines.
- Work with construction superintendents to develop installation execution plans, determining labor requirements to dispatch tradesmen to construction sites.
- Plan, organize, and direct activities concerned with the upgrade and renovation of existing facilities in an operating environment, responsible for design, installation, testing, and start-up activities.
- Interpret and explain plans and contract terms to administrative staff, workers, and clients.
- Negotiate revisions, changes, and additions to contractual agreements with customers, consultants, suppliers, and subcontractors.
- Work directly with supervisors to direct engineering, construction, testing, and commissioning activities, coordinate with field personnel and/or engineering teams to discuss potential installation issues.
- Monitor project budgets to ensure positive cash flow and maintain profitability.
- Inspect and review projects to monitor compliance with building and safety codes, and other regulations.
- Interface with internal and external customers.

- Prepare and lead project kickoff meetings, gate checks, and monthly Key Project Reporting.
- Maintain organized and detailed project records.
- Provide customers with weekly project status and schedule updates.
- Routine interface with customer teams to develop client relations, address project status, and respond to customer concerns.
- Experience working with management systems, including estimating, scheduling, and job cost reporting.
- Experience in operational risk management and knowledge of safety and quality control requirements.
- Experience overseeing and approving monthly job cost updates, productivity reports, and cash flow projections.
- Proficient in reading drawings, schematics, and interpreting and understanding statements of work (SOW) to develop cost proposals and execution plans.
- Proficiency in the Critical Path Method (CPM) scheduling method and General Contractor Schedules.
- A history of completing projects under budget and on-time.
- Ability and willingness to relocate to customer sites for the duration of the project.
- Proficiency in estimating directly related to electrical and process controls installations. Primavera P6 CPM Scheduling Experience and proficiency.
- US Citizen with the ability to obtain a Top Secret Clearance.
