Management Analyst (Betriebsorganisation) (M/W/D)

U.S. Army Europe and Africa is seeking a highly skilled Management Analyst to join our team in Grafenwoehr, Germany. As a Management Analyst, you will be responsible for performing manpower analyst functions, including analyzing and monitoring actual manpower strengths and work years used by each activity to ensure full manning is obtained.

Key Responsibilities:

  • Reviews TDA documentation in FMSWeb to ensure it is current and prepares changes as necessary.
  • Ensures that complete audit trails are maintained and changes tracked.
  • Coordinates TDA submissions with G8, HQ USAREUR through the 7ATC G8 Manpower Chief.
  • Reviews and makes recommendations on organizational realignment and manpower proposals of assigned organizations.
  • Provides key management personnel with current information on authorizations, directives, policies, reporting requirements, and all other aspects of manpower program management.
  • Advises senior leaders, managers, and supervisors on all civilian personnel matters and recommends courses of action.
  • Performs a variety of personnel-related duties, including giving guidance on the preparation of personnel actions, preparation, reviews, and monitors personnel actions, develops draft job descriptions, conducts strategic recruitment discussions, and ensures the validity of actions in accordance with manpower authorizations.
  • Manages various performance management systems, time and attendance systems, tracks training, conducts in-out-processing of assigned civilian personnel, and advises new personnel on relevant policies and procedures.
  • Reviews all incoming administrative actions and directives related to civilian personnel management from local authorities, CPAC, and higher headquarters.
  • With guidance and advice from the CPAC, interprets new or changed personnel regulations and takes appropriate action to ensure assigned personnel are informed.
  • Manages the civilian overseas tour extension program, conducts analysis, tasks subordinate supervisors to provide required tour extension worksheets and forms, consolidates information, and prepares decision briefing package for signature.
  • Acts as POC for the Civilian Awards Program, processing and tracking civilian and local national awards, maintaining and updating the 7ATC Awards policy.
  • Provides advice and guidance to leaders and managers regarding the pre-requisites and submission requirements for performance, honorary, and monetary awards and monitors until completion.
  • With support from CHRA-E, explains evaluation criteria of the various performance systems and provides advice and guidance to managers regarding the requirements for awards such as performance, time off, on-the-spot, special act, meritorious civilian service, etc.
  • As primary 7ATC G8 timekeeping representative, is responsible for maintaining and filing of time card and civilian personnel files (OPF's) as required by regulation and is responsible for reviewing accuracy of timecard input and leave reports by assigned civilian personnel.
  • Acts as the Civilian Overtime Management Program manager, responsible for reviewing organizational overtime requests to ensure compliance with regulatory guidelines.

Requirements:

  • English Language Proficiency level C1 and German Language Proficiency level C1 required.
  • Office automation skills are required.
  • Internal placements: As an exception, current employees in the same or similar occupational series who have served one year in their current position are qualified for the next higher grade level.
  • Job related experience: is experience that provided knowledge in applying a wide range of principles, theories, and processes of management with a high degree of resourcefulness to a variety of studies, investigations, and assignments.
  • Training: Selectee must complete mandatory training, as directed.
