Job Summary:

We are seeking a skilled Strategic Security Cooperation Specialist to join our team at Tetra Tech in Stuttgart, Germany.

About the Job:

The successful candidate will assist Senior Program Analysts and AM&E Specialists in developing and implementing security cooperation programs. This will involve working across the Department and with key interagency and state partners, stakeholders, and interest groups. The specialist will participate in developing, supporting, and progressing security cooperation programs, activities, and initiatives. Additionally, they will support program management, planning, logistics, and administrative requirements, as well as interagency coordination in the field.

Responsibilities:

  • Apply Office of the Under Secretary of Defense for Policy (OUSD-P) issued AM&E guidance, templates, and frameworks.
  • Conduct partnership assessments.
  • Perform pre-activity assessments and program monitoring in conjunction with other support staff, including government employees.
  • Identify gaps in partner nation institutional capacity.
  • Participate with OSD Policy and DSCA in developing, supporting, and progressing security cooperation programs, activities, and initiatives.
  • Capacity building of a partner nation's policy/strategy, logistics systems, resource management systems, human resource management.
  • Develop initiative design documents (IDDs) related to security cooperation activities in a country.
  • Develop and implement logic frameworks, theories of change, and performance indicators.
  • Develop monitoring and evaluation (M&E) plans.
  • Support program management, planning, logistics and administrative requirements, and interagency coordination in the field.
  • Conduct M&E of military or civilian capacity building efforts.

Requirements:

  • Bachelor's degree is required. Master's degree is preferred.
  • Minimum five years of experience with security cooperation programs and procedures required.
  • Minimum three years of experience in AM&E is required.
  • Experience planning security cooperation programs is desired.
  • Experience in any of the following functional areas is desired: assessments and monitoring of key security cooperation functions such as strategy/policy, defense institution building/institutional capacity building, logistics, human resource management, resource management, or protection of civilians/Security Sector Reform (SSR)/civil sector/human rights.
  • Experience working on a GCC or other senior-level DoD staff component is desired.
  • Experience producing high-level planning documents for senior leaders is desired.
  • Knowledge of monitoring and data collection is desired.
  • Ability to obtain a Top-Secret Security Clearance is required.
  • Fluency in English is required.
