Relocation Program Manager

Job Summary:

The U.S. Army Europe and Africa is seeking a highly skilled and experienced Relocation Program Manager to join our team. As a key member of our organization, you will be responsible for providing relocation services, information, and assistance to military personnel and their families who are involved in or anticipating a permanent change of station (PCS) move.

Key Responsibilities:

  • Implement and direct the activities of the Relocation Assistance Coordinating Committee (RACC)
  • Establish the base program goals, objectives, and procedures and persuade management officials to support and implement program operations
  • Identify issues encountered by the serviced population and implement policies and procedures that demonstrate sensitivity to the diverse needs of individual and family needs
  • Develop and implement a system to identify, interpret, and track overall program effectiveness
  • Develop procedures for comprehensive in-processing and orientation of all soldiers arriving in the Military Community
  • Coordinate pre-departure assistance for members leaving the community
  • Provide services through coordinating workshops, briefings, and one-on-one counseling
  • Develop a system for follow-up on referral for families with special needs
  • Provide outreach services to families who have the greatest need but are least likely to seek out and take advantage of services until they have reached a state of crisis
  • Provide information and services to geographically or socially isolated families identified as needing specific outreach services, first-term Soldiers and families, geographically separated families, newly-arrived Soldiers and families in the community, single-parent families, and other Soldiers and families identified by needs assessment
  • Develop assessment methods and techniques to determine individual goals, plans, and needs
  • Analyze data to refer clients to most effective service provider
  • Develop and apply follow-up procedures to ensure program effectiveness
  • Referral options include housing offices, school or day care programs, financial institutions, employment opportunities, and other agencies providing assistance with relocation
  • Research and analyze data gathered from professional journals, periodicals, local and national organizations, and other sources for the purpose of developing community profiles
  • Identify and report trends and significant statistical data that would impact program direction
  • Implement and direct the activities of the Relocation Assistance Coordinating Committee (RACC)
  • Establish the base program goals, objectives, and procedures and persuade management officials to support and implement program operations
  • Identify issues encountered by the serviced population and implement policies and procedures that demonstrate sensitivity to the diverse needs of individual and family needs
  • Provide data to the RACC and ACS staff
  • Collaborate and coordinate with other Federal and State agencies, and with professional organizations, community organizations, and governmental agencies such as the Chamber of Commerce, school boards, PTA groups, real estate trade organizations, church groups, and colleges and universities to ensure that families are made aware of all available information, services, and resources which minimize the financial and emotional stress of relocation
  • Designs effective marketing strategy and public relations programs to ensure target population is informed of all relocation program opportunities
  • Evaluates management, maintenance, and operating costs; prepares statistical data, develops information that includes current, past, and projected expenditures by type of funding; develops rationale for justification of line items on budget proposals
  • Establishes and implements the automated Standard Installation Topic Exchange Service (SITES), ensuring that detailed information is available for world-wide use
  • Serves as the installation point of contact for gathering all relocation statistics and sets policy and procedures for establishment, use, and collection of statistical data for the annual relocation report to Congress
  • Serves as unit service coordinator providing services to designated military units
  • In addition to the specific subject matter expertise and related services described in the other duties of this job description, serves as initial point of contact for all ACS programs
  • Completes required cross-training and meets criteria to be knowledgeable about all ACS programs; conducts unit needs assessments; provides feedback to ACS Chief and unit commander
  • Provides referrals for specialized follow-up care
  • Serves as ACS Volunteer Supervisor when a volunteer is not available or willing to accept this responsibility
  • Represents the installation at various conferences and private sector relocation agencies concerning current and future relocation program practices and trends

Requirements:

  • English and German Language Proficiency level C1 required
  • Experience in the same or similar line of work as the job for which considered
  • Two years of creditable experience as defined in A below PLUS three years of experience as defined in B below
  • Current employees who do not meet E&T Level I and who are not in the same or similar occupation must have two additional years of creditable experience as described in A below
