NTU International A/S is leading a consortium for a new EIB project: JASPERS On-Site Consultancy for Institutional Strengthening. We are seeking individual experts to carry out the assignment, which will directly contribute to enabling investments for the recovery and reconstruction of Ukraine in line with the objectives of the Bank's broader EU4U Initiative.

Project Overview

  • The consultancy assignment will focus on institutional strengthening in Ukraine, with the goal of enabling investments for the recovery and reconstruction of the country.
  • The project will be implemented over a period of 36 months, with the intended start date expected to be December 2024.

Key Responsibilities

  • Provide expert advice on public investment management to Ukrainian institutions.
  • Assist in the development of strategies for institutional strengthening in Ukraine.
  • Contribute to the implementation of the consultancy assignment, ensuring that it meets the objectives of the EIB project.

Requirements

  • Academic background in public investment management, preferably at the master's level or equivalent.
  • Proficiency in English, with at least 10 years of experience in the public investment management sector.
  • Proven experience working with public administrations and/or national organizations in the EU and EU pre-accession countries.
  • Familiarity with EU/IFI procedures related to environmental and social impact assessments, economic appraisal of projects (CBA), and international procurement standards.
