The Transparency International Secretariat is looking for an International Security Operations Manager (m/f/d) to oversee and enhance our global initiatives related to Advocacy and Legal Advice Centres (ALACs) while supporting national ALAC initiatives across various chapters.
As a prominent anti-corruption organization operating in over 100 countries, Transparency International faces numerous challenges that may threaten the safety of our chapters and their operations. These challenges can include threats, intimidation, smear campaigns, legal actions, and cyber-attacks, particularly in environments with restricted civic spaces. To effectively manage and mitigate these security risks, we are in search of a highly skilled individual with extensive experience in supporting local civil society actors facing risks in diverse contexts to lead our security function.
The International Security Operations Manager will be responsible for the overall security strategy, planning, and budgeting for the organization. This role encompasses all facets of security work, including incident response, crisis management, capacity building, and providing security advice to chapters. Collaboration with the Secretariat's Global Movement, Technology, Communication, and Legal teams is essential to address the multifaceted threats our movement encounters. The Manager will work alongside a small team, providing guidance and oversight to the Global Security Coordinator.
KEY RESPONSIBILITIES
Reporting to the CEO and based in the CEO Office team, the International Security Operations Manager will:
- Act as the primary point of contact for safety and security for staff at the Secretariat and National Chapters.
- Enhance security risk management capabilities within National Chapters through workshops and feedback on security plans.
- Establish and maintain a network of security focal points within the organization.
- Lead crisis management initiatives and assist chapters in effectively responding to incidents.
- Develop, implement, and update necessary security policies and documentation.
- Coordinate with the Technology team on information and cyber security matters.
- Contribute to the communications rapid response unit, crafting statements and press releases as needed.
- Support fundraising efforts to sustain the security team's work, including drafting and reviewing funding applications.
- Monitor local and regional security conditions, liaising with National Chapters and partners in affected areas.
- Provide oversight to the Security Coordinator.
CANDIDATE PROFILE
To excel in this role, candidates should possess:
- Significant experience in supporting the security needs of NGOs involved in advocacy, human rights, or journalism.
- Experience addressing direct risks arising from advocacy and casework, including physical, legal, or reputational threats.
- Familiarity with security and protection strategies within the human rights defenders community.
- A minimum of 7 years of experience in security and protection, ideally in global headquarters settings.
- A proven track record in providing security advice and capacity development.
- Experience in risk analysis in regions such as Africa, Latin America, Asia, and the Middle East is advantageous.
- Experience in establishing and managing crisis management functions is preferred.
- Strong communication skills for conveying complex security issues to various stakeholders.
- Fluency in English, with additional knowledge of Spanish or French being a plus.
- A relevant undergraduate degree or equivalent education; additional professional certification in security or risk management is desirable.
