We are seeking a highly skilled Bid and Proposals Manager to join our Defence and Security team at CAE. As a key member of a capture team, you will be responsible for leading the proposal generation activities between initial Pursue-No-Pursue (PnP) and Bid Submission for bids to include Prototype and repetitive simulation product, multi-device deliveries, and Post delivery Life Cycle Cost (LCC) services.
Key Responsibilities- Lead proposal generation activities, acting as the main interface between Sales / Marketing, Program Management, Solution Development, Contracts, Pricing, and other stakeholders for proposal-related activities across EMEA, involving CAE Montreal as required.
- Review customer requirements, identifying critical needs and securing a compliant solution in collaboration with Subject Matter Experts (SMEs).
- Provide continued guidance on bid deliverables, documentation structure, and requirements, ensuring a compliant proposal that secures CAE's interests.
- Interface with major stakeholders/SMEs to communicate proposal scope of work and associated estimates, obtaining inputs and buy-in.
- Identify project risks, define mitigation plans, and include these in cost estimates.
- Document Basis of Estimate (BoE) for all costs, including baseline used, comparables, execution strategy, assumptions, risks, and limitations.
- Support the generation of Requests for Quotation (RFQ) to major suppliers and subcontractors, including detailed Statements of Work (SOW) with SMEs where appropriate.
- Prepare and communicate lessons learned after bid submission for selected proposals.
- Support as required after bid submission, dealing with questions and clarifications requests from customers or preparing and delivering presentations to customers to explain proposals or supporting customer audits.
- Support Sales Baseline activities with the Project Manager during Sales Hand Over (SHO) after contract award.
- Investigate potential tools and process changes to improve accuracy and efficiency.
- Assist Strategy & Business Development with early Business Development pursuits, identifying unsolicited opportunities for new/increased business, leveraging CAE's global capacity by bundling products and services for added value, and providing guidance and past performance information to the Global Sales Team.
- Extensive experience on complex engineering projects.
- Certified APMP practitioner or professional highly desirable.
- Competent in the Shipley proposals writing process highly desirable.
- Experience of the UK MOD/Government agency procurement process is desirable (e.g., PQQs, RFQs, RFPs, ITT, ITN, etc.).
- Broad understanding of engineering and training concepts across a variety of disciplines.
- Language skills: native English, but fluency in German or another European language would be an advantage.
- Knowledge and experience of the simulation and training domain would be a distinct advantage.
